Athens County: 691 Landfill Groundwater Monitoring Programs and Quarterly and Annual NPDES Sampling and Annual Reporting for 2017. The Site is managed under the June 1, 1994 version of Ohio EPAs Municipal Solid Waste Landfill Regulations promulgated under Ohio Administrative Code (OAC) 3745-27-10. In addition, the following Scope of Work (SOW) for the 2017 National Pollutant Discharge Elimination System (NPDES) sampling at the Athens County 691 Landfill (Landfill), the NPDES permit, application No OH0124737, Permit Number 0IN00231DD was issued on February 1, 2017. SCOPE OF WORK: Task 1: Semi-Annual Detection and Corrective Measures Groundwater Monitoring All field work will be conducted in accordance with the May 2006 Groundwater Detection Monitoring Plan (GWDMP) and the Revised 2011 Corrective Measures Plan (CMP). During the spring event, the 8 Upper Freeport monitoring wells will be sampled for Appendix I parameters 16 to 62, chloride, sodium, and Chemical Oxygen Demand (COD). The 7 Lower Freeport monitoring wells will be sampled for Appendix I parameters 1 to 66, and COD. During the fall event, the Upper Freeport monitoring wells will be sampled for the corrective measures parameters Appendix I parameters 1 to 78, and COD. The Lower Freeport detection monitoring wells will be sampled for Appendix I parameters 1 to 78, and COD. Collection of a leachate sample for analysis of Appendix I parameters 1-79. As requested by Ohio EPA in July 2009, the roadside ditch to the south of the landfill will be sampled during the 2017 spring and fall semi-annual groundwater sampling events for the same parameter lists as the Upper Freeport monitoring wells. Task 2: Semi-Annual Groundwater Monitoring Reports The reports will summarize the findings of activities performed at the landfill in accordance with Rule 3745-27-10 of the Ohio Administrative Code. Monitoring wells that have been entered into corrective measures monitoring will be as analyzed as detailed in the CMP. Wells that have shown spatial variability for parameter concentration will also be analyzed using intra-well statistical methods. All other parameters will be statistically analyzed following the facility's current Groundwater Detection Monitoring Plan in accordance with OAC 3745-27-10. Task 3: Annual Solid Waste Reporting Prepare the Annual Solid Waste Management Report for submittal to Ohio EPA, is due to Ohio EPA on April 1, 2018. Task 4: Yearly and Quarterly NDPES Sampling and Reporting 2017 Quarterly sampling is to be collected at Final Outfall - 001 for parameters specified in the current NPDES Permit. Annual sampling is to be completed per the NPDES Permit. Both the Influent Monitoring location and the Effluent outfall will be sampled for the listed annual parameters. NPDES Reporting Update and electronically submit the quarterly discharge results through the Electronic Discharge Monitoring Report Submission System (eDMR) as required by NPDES discharge permit 0IN00231DD. Task 5: Ohio EPA response letter regarding offsite MW-1 Prepare a response to the January 16, 2015 Ohio EPA letter in a manner that will resolve the non-relevance of offsite MW-1. All proposals are due in the Commissioners office by April 20, 2017 at 4:00p.m., 15 South Court Street, Athens, Ohio.
