Bid Description: Pennsylvania Turnpike Commission: (T00178) (SOI/LOI) Scranton Beltway - Wyoming Valley Connection - Final Design. The Pennsylvania Turnpike Commission will retain a consultant firm for a project specific Open-end agreement for the services indicated below: The selected engineering firm will perform final engineering design for the highway speed connections in the vicinity of the Wyoming Valley Interchange as part of the Scranton Beltway Project in the Scranton, PA area. The proposed improvements consist of new, directional (northbound to northbound and southbound to southbound) highway speed interchanges between the Northeast Extension (I-476) and I-81 near the existing Turnpike interchange at Wyoming Valley (Milepost A-114.6). The Northeast Extension provides an alternative route to I-81 from Wyoming Valley to Clarks Summit. It is expected that the proposed improvements will benefit both the PTC and the Pennsylvania Department of Transportation (PennDOT) as diverted traffic will improve operations and congestion on I-81 and increase utilization on the Northeast Extension. The connection area is located in the Borough of Dupont and Pittston Township in Luzerne County, Pennsylvania. The northbound to northbound connection will establish an add/drop lane from Exit #175 (SR 315) northbound on I-81 and extend under the Suscon Road Bridge. The connector then proceeds under a new mainline bridge on the Turnpike’s northeast extension. This connector ties into the existing northbound lanes prior to Navy Way road overhead bridge. The southbound to southbound connection will exit the Turnpike’s northeast extension at the Navy Way road overhead bridge and cross over both the northbound and southbound lanes of I-81 on a new structure and connect to I-81 in the vicinity of the Suscon road overhead bridge. Various retaining walls, noise walls and drainage structures will be included as determined necessary. Final design will include design tasks and services for the interchange at Wyoming Valley. The selected firm will be required to perform final design, including but not limited to the following engineering design tasks and services: Project Management; Public Involvement; Coordination with Various Agencies and Special Interest Groups; Field Surveys; Preparation of Final Type, Size, and Location Plans; Structural/Bridge Design; Foundation Reports; Soils and Geological Investigations and Engineering; Utility Coordination; Right-of-Way Coordination; Permits; E&S/Storm Water Management; Roadway Design; Traffic Engineering; Interchange Geometrics; Cross Sections; Drainage - Hydraulic Computations; Contour Grading and Drainage Plan; Pavement Design; Pavement Marking and Delineation Plans; Roadside Development Plan; Noise Analysis; Noise Barrier Design; Traffic Control Plan; Right-of-Way Plans; Value Engineering; and Assemble Final Plans, Specifications and Estimate (PS&E). The construction contract is currently programmed for an estimated cost of $90,000,000.00
