Bid Description: PennDOT: (E05231) (SOI/LOI) Design and Misc Services, 2022 Design Management and Engineering Services #1. The Department of Transportation will retain an engineering firm for the following: Part Name: Design Support and Management Services Project Description: This agreement is for the continuation design management of various projects in Engineering District 6-0, that are currently active under Engineering Agreement E03853 which is set to expire early 2022. The consultant may occasionally be asked to perform various design engineering tasks, however, the firm would be prohibited from reviewing their own design work.No firm is precluded from applying. The selected consultant will be expected to provide management services which include a Portfolio Manager and several Project Managers that advance Pennsylvania Department of Transportation Engineering District 6-0 design projects to construction. This will be accomplished through the management and coordination of all aspects of each project with the Department and its design consultants, regulatory and resource agencies, utilities, private stakeholders, public officials, the media, residents and the public. In addition to the Portfolio Manager and Project Managers, the team will also consist of an Office Manager who is capable of overseeing the day-to-day activities, retaining a basic knowledge of the various activities of a project which include submissions, invoice approval recommendations, file maintenance, and communications of various levels of stakeholders. As part of this agreement, the consultant may occasionally be asked to perform general engineering services as needed. The following are the types of work that will be required of the consultant under the agreement: 1. The consultant will provide project management services; this will include organizing all necessary resources available to the design project to meet project schedules and District letting goals. Consultant personnel will include a team of well-qualified professionals to direct project activities through the preliminary and final design phases of development. The minimum roles, methods, responsibilities, and standards of practice the consultant will provide under this agreement include the following, but not limited to: Use of most current business practices regarding documentation, communication, planning of tasks, process tracking, and generally efficient allocation of resources under this agreement and under each of the agreements over which the consultant will have project managerial responsibility Complete understanding of all applicable standards and best practices of the Department and the District that are amended on a continuing basis Consistency and compliance with all state and federal laws, regulations, and procedures that are applicable to the design process Understanding of local, state and federal non-legislated initiatives regarding transportation that may relate to specific project assignments Direct projects to achieve local, district and statewide transportation planning goals Consistency of management approach among assigned projects Strict adherence to project schedules and project costs Managing the development of the projects scopes of work to meet the project needs Manage design teams development of plans, reports, and associated documents relating to the assigned projects Facilitation of the transition from preliminary to final design, and from final design to construction Responsibility for the quality assurance of the preparation, review, and tracking of engineering and all related project documents Management of timeliness of all applicable regulatory applications during the project development process Regular updates to the District management staff regarding the progress of each assigned project as well as this agreement Coordinate the progress of each project from administrative, procedural, planning and fiscal points of view, providing all necessary documents and information systems interaction as required for the assigned projects as well as this agreement Coordinate all activities necessary to advance assigned projects with internal Department stakeholders Responsiveness to partner agency needs and concerns Follow-through on design and mitigation commitments made during the project development Conduct all necessary meetings related to project development and the efficient conduct of this agreement Monitor all activities undertaken by the design teams with external partners Prepare reimbursement agreements between state, federal or other project stakeholders when necessary Perform any other tasks demanded by the unique circumstances of each project that become necessary to facilitate delivery The engineering work and services that may be required under this contract include, but are not limited to: perform field surveys, plot topography and cross sections, prepared submission for utility verification and relocations engineering, prepare all pertinent submissions and materials necessary for the Department to prepare the application to PUC and for the PUC field conference, attend and supply and required information for all PUC meetings and hearings during the design of the project, develop erosion control details and narrative, prepare right of way plans, complete structure designs include type, size and location reports, core boring layouts and foundation designs and reports, develop traffic control plans with narratives, conduct soils investigations and prepare soil reports, investigate utility involvement on the projects, provide material for and participate in value engineering reviews, coordinate contracts with railroad officials and procure railroad related costs, permits, and insurance, collect signal timing, accident data and other traffic flow data, document engineering study findings and activities, perform alternative analysis to assess and mitigate impacts, and prepare construction plans, specifications, and estimates. These engineering services identified are the general work activities that can be expected under this Agreement. No ROW acquisition services is anticipated for this agreement. The areas of environmental study which may be required under the Agreement include, but are not limited to: air quality, noise energy vibration, hazardous waste, surface water and ground water quality, surface water and ground water hydrology, terrestrial ecology including threatened and endangered species, wetlands, soils, geology, farmlands, visual, quality socioeconomic resources, cultural resources, Section 4(f) Evaluations, early coordination and scoping correspondence meeting, minutes, public meeting and hearing presentations, visualization materials, handouts, and displays, technical basis reports (TBRs), and/or technical files, NEPA environmental documents, Section 106 documents, mitigation plans and reports, wetland and floodplain findings, and preliminary engineering plans, and remote sensing/mapping innovations. The format and content of all documents will be consistent with applicable State and Federal regulations, policies and guidelines. These environmental studies identified are the general work activities that can be expected under this Agreement. 2. The consultant will coordinate a process with the District to achieve the most efficient project management operation and to minimize administrative steps. 3. The consultant will not be considered as a candidate to provide any professional services related to any project that has been assigned to the consultant for management under this agreement. 4. The Department will evaluate the performance of the consultant as often as necessary. A formal performance analysis will be issued regularly to the consultant and reviewed with the consultant.
