Bid Description: REDDING: Tree Line Inspection Services. The purpose of this solicitation is to obtain one (1) certified Arborist and one (1) Forester to work in conjunction with an REU Supervisor to patrol and inspect REU’s Tier 1 overhead power lines (see attachment 1). The selected Contractor will use geographic information system (GIS) Environmental Systems Research Institute (ESRI) data files to submit inspection criteria gathered during the term of the contract. Contractor is to supply labor, transportation, equipment, mobilization, etc. to complete this project. The contractor will be responsible for the following items: 1. Perform visual inspections of trees using the Tree Risk Assessment Qualifications (TRAQ) method of tree inspections using a GIS ESRI based data file. Complete detailed inspections on REU’s 93 miles of overhead lines within Tier 1 boundaries. a. Document all inspections on a tablet using appropriate software to encompass all Requirements of Redding Electric as well as California Public Utilities Commission General Order 95 (G.O. 95) tree clearance requirements for Tier 1 areas. G.O. 95 Rule 35 including Appendix E. b. Provide an inspection tablet for one REU employee to assist tree inspections in coordination with the contractor. Contractor shall provide brief training of inspections tablet as well as TRAQ methods overview. c. Provide a written report within 30 calendar days to document all findings, recommendations, and other information. d. Create tickets for areas inspected with priorities of highest risk down to lowest risk for crews to complete tree trimming for all vegetation that doesn’t meet REU clearance requirements. e. The Contractor will follow the REU tree policy guidelines during all inspections which includes no overhangs on 115kV lines and maintains a minimum clearance of 15 feet for overhangs on 12kV lines. f. The Contractor will not be required to inspect secondary services attached to homes or businesses, but will be required to inspect from structure to structure (i.e., pole to pole). g. Contractor shall supply all labor, transportation, equipment, deliverables, incidentals, mobilization to complete the job as described herein. h. The Contract is anticipated to include approximately 10 man-weeks of billable time. i. Work days shall be Monday through Friday, 8am to 5pm, excluding City Holidays or as agreed upon schedule with the City of Redding representative. 2. TRAQ (Tree Risk Assessment Qualification) guidelines. Both Level 1 and Level 2 formats can be found in: “Tree Risk Assessment” Manual, Second Edition, 2017, ISA, “ANSI A300 Tree Risk Assessment Standard a. Tree Failure-Part9” (2017) or “Best Management Practices-Tree Risk Assessment, Second Edition, ISA” (2017). Level 1: Limited visual assessment utilizing the walk-by method to inspect trees in close proximity to high-voltage lines. This method will only determine conductor/tree clearance issues. Most trees will fall into this category. Level 2: Basic assessment will be utilized to assess trees/parts of trees that pose a risk of striking REU high-voltage lines, i.e., dead/dying trees, trees with excessive lean, etc. Contractor can utilize either their own Tree Risk Assessment Form or the “ISA Basic Tree Risk Assessment Form” and forward on to the REU Program Supervisor/Arborist.
