Bid Description: University of Illinois: *REVISED* Professional Services Consultant team (PSC) for the proposed new Cancer Center Research & Innovation Building. The project will begin with a Conceptualization phase to better define the scope, schedule, cost and project delivery method. Following the Conceptualization Phase the project will seek approval and a funding increase from the University of Illinois Board of Trustees. It is also the Universitys intent to utilize the same PSC for the remainder of the project for design, construction documents, bidding, construction administration, and warranty phase professional services for the CCRIB project. In accordance with the campus master plan, the proposed location for the new building is east of the current Beckman Institute for Advanced Science and Technology -Beckman Institute, 405 North Mathews Avenue, in Urbana, Illinois. A programmatic analysis which will necessitate engaging multiple stakeholders, role and functional reviews, area allocation investigation, assessment of existing assets, space use verification and functional brief, program intent and basis of design, and an action plan with executive summary; Detailed functional needs analysis of space, area allocation model, number of spaces by discipline and optimal room capacities, evaluation of planning options and concept alternatives; Conceptual drawings of the building floor plans / elevations as required to thoroughly communicate preliminary design ideas for fundraising purposes indicating programmed space relationships; Written building systems description including a preliminary plan for HVAC, temperature / humidity monitor / control, electrical and plumbing equipment with recommendations for, and priority of, utilization / installation / energy efficiency including LEED life cycle assessments and integrated approaches to sustainability (minimally certified LEED Gold.); Recommendation of audio / visual and information technology systems incorporating advancements in remote collaboration and scientific communication for conference and seminar rooms; An evaluation of building placement and ancillary components including a campus master plan analysis, utility infrastructure evaluation, functional review and needs assessment surrounding multimodal transportation and parking, waste removal, product delivery, and site development strategies; A messaging action plan with communication development, capital campaign approaches, identity and branding initiative, program outreach and publicity approach; A building code, life safety, and ADA accessibility analysis; An opinion of probable construction costs associated with the overall capital project effort including financial modeling, budget targeting and testing, construction trend cost implications and annual energy costs; A scheduling and sequencing strategy including event phasing plan, critical path evaluation and an implementation program necessary to accommodate the Center’s mission.
