Bid Description: PennDOT: (E05192) (SOI/LOI) Design and Misc Services, Transportation Planning Open-End Agreement. The Department of Transportation will retain a consultant firm for (1) open-end agreement for the services indicated below on various projects. The projects are administered by the Program Center.. The Agreement will be for a period of 5 years. with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be 3,000,000 dollars. The Pennsylvania Department of Transportation (PennDOT) is seeking a consultant team to assist the Department with implementing the Commonwealth’s PennDOT Connects policy, transportation planning and land use policies, long range transportation planning, statewide planning, freight planning, innovative finance and other activities. The consultant will provide a variety of transportation/land use expertise to the Department, its planning partners and Pennsylvania’s local governments. The consultant will also have direct contact with the general public. This is an open-end arrangement with direction provided through work orders from the Department. The support activities under this open-end agreement may include Conduct transportation planning studies to support Regional Long Range Transportation Planning and Transportation Improvement Program development. This planning may be in support of Metropolitan and Rural Planning Organizations’ work activities. Prepare model ordinances such as interchange zoning overlays, storm water management, and other land use/transportation concerns. Support Department initiatives to increase awareness of planning, in general, and the PennDOT Connects approach to planning, specifically, as vital elements of the program development and project delivery process. Provide assistance to PennDOT’s Central Office and Engineering Districts, MPO, RPO, and local government staff to support the PennDOT Connects process. Support Department initiatives for the planning of asset management activities. Provide support for ensuring land use studies are conducted as part of the project development process for major and/or capacity adding projects. Support Department initiatives for ensuring land use studies are conducted, as appropriate, during Planning and Program Development. Provide transportation/land use training to the Department, planning partners, local government and others. Provide transportation/land use technical assistance to local government including studies, plans and ordinance development. Examples may include Capital Improvement Programs, impact fees, transportation partnerships, transportation elements of comprehensive plans, transportation related zoning requirements, access management, etc. Review and critique the Department’s land use policies for effectiveness. Prepare and publish the annual statewide long range transportation plan achievement reports and assist in other statewide long range planning activities Provide assistance in the implementation of Pennsylvania’s Long Range Transportation Plan and Comprehensive Freight Movement Plan. Provide technical assistance with training, maintenance and updates of the statewide transportation model. Provide modeling assistance to the planning partners. Provide assistance in implementing federal Planning regulations, federal Intelligent Transportation Systems regulations and National Environmental Policy Act regulations. Examples include Statewide Transportation Improvement Program development, Title VI, environmental justice, Limited English Proficiency assistance, public involvement, Intelligent Transportation Systems planning and deployment, project streamlining, congestion management, etc. Assist planning partners with the development of regional long range transportation plans, regional freight plans, environmental items and other planning initiatives. Assist planning partners in developing and including sustainable development policy, criteria, and goals and objectives in regional long range transportation plans and programs. Provide technical and administrative support for the evaluation of federal transportation reauthorization and its impact on Pennsylvania. Provide technical support for the development and management of Transportation Alternatives Program, Safe Routes to Schools, and Scenic Byways funded projects and programs. Assist with the ongoing activities of the Pennsylvania Infrastructure Bank including program reviews, marketing material, annual reports, loan application reviews including credit analysis and other loan activities. Provide assistance and management in conference planning activities. Assist in administering interagency land use policy and criteria within Department funding and permitting activities. Assist with the development of regional and/or statewide transportation operations plans. Assist in financial planning at the statewide and/or regional levels. Assist with innovative finance initiatives including topics such as public/private partnerships, borrowing, revenue strategies, reviewing and drafting legislation and other finance topics. Provide assistance to the State Transportation Commission in the development of the Twelve Year Program with a focus on Public Outreach Activities. Other planning, programming and project development activities not listed above. The consultant should demonstrate specific experience in each of the above potential areas of work. In addition, the consultant must demonstrate specific experience with local planning in Pennsylvania and a thorough understanding of the Municipalities Planning Code.
