Bid Description: STERLING TOWN: (RFQ) Consultants with experience in facilitation and land use planning to guide the update of the Town's general plan and land use ordinances. Services and deliverables expected of the consultant include: ● Facilitation: Work with all council, planning commission, staff and citizens to develop goals and policies for Sterling Town. ● Gather Public Input: Hold public hearings, gather and incorporate public input into the general plan. ● General Plan Document: Deliver drafts and final versions of a general plan. ● Future Land Use Map: A geographic rendering of desired future land uses. ● Land Use Code (and Map): Land use development and subdivision codes that are straightforward to administer. While the Town is open to recommendations of the consultant as to the content of the general plan, it is expected that the plan will identify and describe each of the issues listed below that currently exist, and those that may exist in the future. The proposal should describe how data will be gathered, the expected timeline, and public involvement strategies. Bidding firms or consultants should also address how a general plan from their company will be used by Sterling Town. Sterling Town expects the following to be addressed in the general plan: ● Community Vision ● Recreation ● Land Use ● Open Space ● Housing ● Future Land Use Map ● Transportation ● General Stormwater Management ● Capital Investments + Prioritization ● Annexation The Town expects that the land use code will address development regulation and issues that are in alignment with the developing codes for Sanpete County and in compliance with current state statute. Selection Criteria Sterling Town intends to enter into a professional services contract with the successful consultant. Compensation for the services rendered will be set at an agreed upon maximum not-to-exceed value. The selection of the consultant or firm will not be based solely on the fee, but will include the following considerations: ● Qualifications of the firm (staff strength & similarity of projects) ● Project approach ● Past performance (documented success facilitating similar projects in the past) ● Cost proposal Proposal Format Proposals are to follow the format and are to contain the information listed in this section. To be considered, proposals must address all the items listed in this section and adhere to page limitations. Interested consultants should provide the Town with a thorough proposal which discusses the following: 1. Executive Summary introducing firm and nature of the proposal 2. Project Team and Approach (two pages maximum) a. This section should also clearly communicate the time and decision expectations of Town staff and elected officials 3. Firm Experience and References (two pages maximum) a. List similar planning projects completed by firm in a comparable town or within the central Utah/Sanpete County region (minimum two) b. List similar implementation projects completed by firm in a comparable town or within the central Utah/Sanpete County region (minimum two) c. Provide names and telephone numbers for references associated with each of the projects listed 4. Cost Proposal (two pages maximum) a. Provide cost of meeting the requirements of the Scope of Services b. Identify any reimbursable charges and/or rates 5. Appendices a. Resumes - Include principal-in-charge and key technical/professional personnel to be assigned to the project. Identify the role assigned for each person. b. Provide a copy of a report from a previous project that is most similar to this project. SUBMIT TO: Submittal Instructions Responses will be received at Sterling Town Hall (75 North 100 West Sterling Utah 84665) (drop box provided) until 5:00 pm July 31st 2021. Bidders need only submit one hard-copy of their response, and also be submitted electronically to sterlingcitypz@gmail.com and townofsterlingutah@gmail.com. Responses are to be limited to no more than the requirements set forth above. The Town may apply for grant funding to assist with the cost of preparing the draft General Plan. Therefore, Consultant should have the expectation that their bid may be delayed, or rejected subject to the Town receiving such grant funds. Sterling Town reserves the right to reject any or all proposals and to make awards in the interest of Sterling Town.
