Bid Description: Santa Clara Valley Open Space Authority: w/ *ADDENDUM 1* Road and Trail Planning and Design Services. Qualified consulting firms with expertise in road and trail planning and design services on publicly owned lands. Consultants can submit as individual firms or as a team (“prime firm” with subconsultants). The Authority is seeking proposals from experienced consultant teams for services which will be on an “As Needed” basis within a five (5) year term. The selected consultant team will have proven experience and skill in road and trail planning and design and related services and will be fully qualified to perform the services requested by the Authority. The consultant will be required to prepare a scope of work and estimated fees for each said task based on the hourly fees set forth in the proposal that will require Authority authorization to proceed. The Contract for Services will be for a five (5) year term. There are a range of conditions and scenarios that the Authority is seeking assistance on including but not limited to the following: • Review and analysis of existing preserve vehicular roads (mostly unpaved) to determine re-use for non-vehicular use only, improvements or realignment for continued use by vehicles or complete decommissioning • Existing visitor use trails that need upgrading, re-routing, rehabilitation, or closure • Existing single-track trails that need retrofitting for expanded use • Improved operational and maintenance access including for wildfire prevention and suppression • New trail planning and development • Review of current trail activity for identification of alternate use (i.e. multi to single use) The consultant would be responsible for tasks and services in four principal categories, including but not limited to those outlined below. Multiple task orders may be requested to work on projects requiring different services or projects. Expertise in the service areas can be accommodated through the prime firm team or through an extended team with varying expertise that the prime firm provides with subconsultants. Road and Trail Analysis and Assessments • GIS mapping and analysis • Geology and geo-tech conditions and reports • Field analysis and reconnaissance with findings • Background research and understanding of site features such as biology, ecology, site infrastructure, hydrology, grazing practices, cultural resources, and related topics, as may be needed through reports and assessments conducted by others • Engineering assessments and reports • Site analysis with full understanding of factors and conditions affecting road and trail planning and design • Analysis of steam, creek or other water crossings and need/type of recommended solution • Early assessment of permitting and environmental requirements • Road and trail planning feasibility studies and reports • Topographic surveys • Analysis of regional trail systems and opportunities for connectivity Road and Trail Planning • Mapping and graphics to support all aspects of project tasks • Conceptual road and trail planning alternative development • Assist in development of visitor use goals and objectives based on site conditions/resources, operations and maintenance, quality of experience, level of access and cost • Road and trail best management practices based on site conditions and resources • Preserve-wide or partial preserve road and trail plans • Understanding and incorporation of potential impacts to wildlife in trail planning and recommendations Regulatory permitting and compliance requirements • Coordinate with environmental review to be conducted by others to plan and sequence road and trail planning work Road and Trail Design • Advance conceptual designs to schematic design and further if deemed necessary by the Authority • Prepare construction documents including trail alignments, grading plans, and details for public bidding • Incorporate best management practices and environmental mitigation measures into final design documents • Assist with bidding and construction management as may be needed • Coordinate with the Authority Field Operations Staff to oversee their construction of trail designs • Design and structural engineering for small structures such as water crossings, pedestrian bridges, retaining walls, and stairs Project Management • Team meeting coordination and attendance including development of agendas and meeting summaries • Schedule and budget management adherence • Project tasking scheduling and sequencing • Scope and budget development • Team coordination to include working with Authority Staff and a range of their consultants needed for expertise not included in the scope of this RFP • Adhere to the Santa Clara Valley Open Space Authority Brand Standards and Style Guide (Attachment 2)
