Bid Description: Lower Willow Creek Irrigation District: (RFQ) PROFESSIONAL SERVICES. The District is soliciting qualifications for professional engineering and grant administration services. The requested professional engineering services are for the proposed Lower Willow Creek Reservoir Toe Drain Improvements Project. The services to be provided may include but are not limited to professional services related to site dam inspection, survey, geotechnical engineering, site grading, dam drainage design, dam design, hydraulic design, construction management, construction inspection services, environmental permitting (which may include to respond to any inquiries by agencies mostly about NEPA requirements, National Historic Preservation Act inquiries, and Section 7 ESA inquiries), and grant administration. The design will follow the MT Dam Safety Program Design Review Process Manual for Dam Projects. The District completed a Preliminary Engineering Report in 2020 outlining dam deficiencies and proposed repair alternates. The District intends to implement the proposed plan by initiating design of the project. The District anticipates the project will be constructed in 2022. The project has received funding from the Department of Natural Resources and Conservation, and the Army Corps of Engineers. Interested firms should provide a statement of qualifications including descriptions of services available, rate sheets, and three references with contact information. All responses to this RFQ must be received by the District by 5:00 p.m. on July 20, 2021 and can be mailed or delivered to the Lower Willow Creek Irrigation District, 56 Radtke Lane, Hall, MT 59837. The District will evaluate interested firms’ qualifications based on the following: Qualifications of the Professional Staff Assigned to the Project (not to exceed 3 pages, 30 points) Provide an overview of the Consultant team highlighting their experience, qualifications, and technical capabilities that are relevant to the project. Briefly describe Consultant’s team key personnel’s experience and role on the project. Provide an organization chart of the proposed project team. Prior Experience (not to exceed 3 pages, 30 points) Provide project descriptions for similar projects by your proposed team members. Indicate any specific experience with the Lower Willow Creek Dam. Previous Experience in the Area and with the District (not to exceed 2 pages, 30 points) Provide information regarding past work with the District or experience in the project area. Present and Project Workloads/Capabilities – 10 Points (not to exceed 2 pages, 10 points) Provide a discussion regarding the anticipated workload for the Project Manager and Lead Engineer during the time frame the proposed project will occur (August 2021 – March 2023). Discuss the firms’ ability to meet the time frame. Appendix A: Key Staff Resume’s – No Points (no page limit, points included in scoring above).
