|Bid Description:||PennDOT: (E05081) (SOI/LOI) Design and Misc Services, P3 Project Management PennDOT Pathways Major Bridge Initiative. The Department of Transportation will retain a consultant firm for a project specific Open-end agreement for the services indicated below: In order to address increasing infrastructure needs, PennDOT is exploring future-focused sources of Work: alternative funding for our highways and bridges that could better serve our communities and Pennsylvania’s needs for generations to come. PennDOT will be undertaking several P3 type projects to aid in this initiative. These P3 projects could involve a wide range of project types ranging from bridges replacement to corridor expansion/improvements throughout the Commonwealth. This PAthways Major Bridges Initiative was approved by the P3 Transportation Board on November 12, 2020. This Engineering Agreement is for the Project Management Services for the PAthways Major Bridges Initiative. Consulting team will aid PennDOT in managing the PAthways Major Bridges Initiative projects. The duties for this Engineering Agreement are, but not limited to: Project Management, Quality Management and Maintenance Management and assisting PennDOT in Design Reviews. In addition, Construction Quality Management and Construction Inspection will be required. The Department of Transportation will retain a consultant firm for a Project Specific Open-end agreement for the services indicated below: The Team will be responsible for assisting with project management services at the direction of the Department’s Project Manager/Contract Administrator for the P3 Project. The duties for this Engineering Agreement are, but not limited to: Project Management, Design reviews, Construction Quality Management, Construction Inspection and Maintenance Management. The Consultant will be responsible for assisting with project management services at the direction of the Department’s Project Manager/Contract Administrator for the P3 Project. The scope of services may include, but is not limited to, the administration of the following: • Contract Administration Consultant Project Manager focused on providing project resources to the Department’s Project Manager/Contract Administrator. • Project Management Project communication and electronic network for internal and external project participants. Reporting/Scheduling/Monitoring and Tracking. State and Federal regulatory and policy compliance. Assist with design, construction and maintenance management activities to coordinate with the Department and Development Entity. Oversight and implementation of Project controls, including forensic scheduling, estimating, project documentation systems and claim avoidance and review. • Design Reviews The work and services which may be required under this Agreement encompass a wide range of in-house design review activities with short completion schedules being assigned. Multiple review tasks will be assigned concurrently. Team will be required to have flexibility in their staffing in order to meet the changing design review needs of the RBR P3 project. The selected Team will be required to provide guidance and assistance to the Department by reviewing design documents for each of the projects. The reviews are to assure design submissions are within contractual compliance and can be constructed efficiently and with minimal inconvenience to the traveling public. The Design Review team must have a thorough knowledge and understanding of Department and Federal policies, procedures and required manuals. Team must have experience in all aspects of NEPA, CE/EA expert system, Joint Permit Application system, ACOE and DEP requirements and Endangered Species, Bog Turtle surveys, Section 106 of the National Preservation Act, PennDOT’s Cultural Resources PA, aesthetic design, and statistician with expertise in multivariate statistics. The type of design reviews the team should anticipate include, but will not be limited to: Roadway Design – Design Field View Submissions, Pavement Designs, H & H Submissions, Safety Reviews, Signing and Pavement Markings, Highway Lighting and Bike/Ped/ADA compliance. Bridge Design - Type, Size & Location reports, geotechnical, H&H, Foundation Investigation Reports, bridge scour, bridge safety inspections, complex analysis including 3D and FEM, unusual bridge foundations, and earth retaining structures including anchored walls. Utility Relocation – HOP reviews, Bridge Occupancy License reviews, Cost Sharing Requests reviews, Real Property Interest Packages reviews, draft Utility Relocation Agreements, assist in utility relocation Dispute Resolution, and Aid in processing payments. Environmental – NEPA and permitting support, Threatened and Endangered Species coordination and mitigation, wetland mitigation support, Tribal Consultation, Section 106 mitigation and Cultural Resources support. Maintenance and Protection of Traffic – Traffic Control Plans, Traffic Signal, Signing and Lighting. Constructability - Project Scope · Site logistics and constraints, ROW, Utility and Environmental impacts of proposed construction methods. The format and content of all documents plans, and specifications will be consistent with applicable State and Federal requisitions and guidelines. In addition to the design reviews listed above, the following will be required of the Design Review Team: Quality Assurance reviews and auditing assistance Attendance of routine “Pro Team” type meetings with Department, Development Entity and other parties Shop Drawing Reviews Reviews during construction Assistance with Design Exception reviews Assisting with project reporting requirements • Construction Quality Management and Inspection/Fabrication Services Independent verification of Quality Control and Quality Acceptance processes Construction engineering management and inspection Construction documentation auditing Project partnering activities • Maintenance Management Independent verification of Quality Control and Quality Acceptance processes Maintenance schedule monitoring and coordination Maintenance documentation auditing|
