Bid Description: Josephine County: (RFQ) Engineering Service Providers to the Josephine County Oregon, Airports Department. Successful bidders will be eligible to provide engineering consultant services for AIP-eligible projects at the Grants Pass (3S8) and Illinois Valley (3S4) Airports. We anticipate that the Federal Aviation Administration (FAA), the State of Oregon and Josephine County will fund these projects in large part. Josephine County Airports anticipates a total capital project budget of at least $7+ million over five years beginning the fall of 2021. All parties competing for the work are advised that the work may be accomplished over the course of several grant projects. Josephine County reserves the right to amend the contracts for time and money, contingent upon FAA determination of justification, need and available funding. Award of these contracts is dependent upon the availability of funding. All work will be required to comply with FAA (and in some cases, State of Oregon) requirements and regulations. The services to be provided may include, but are not limited to: preliminary design, final design, bidding, construction observation, Sponsor representation and project liaison, and incidental special services such as geotechnical/subsurface investigations, boundary and topographic surveying. The consultant(s) selected for this work may be retained for up to 5 years to complete the anticipated projects listed on our current FAA CIP Letter as well as other anticipated projects: AIP Projects: Runway 13/31 and Taxiway A extension at 3S8. Taxiway B full length extension at 3S8. Hangar taxilane development 3S4. Support for DBE goals and methods creation reporting 3S4 and 3S8. Expansion of GA parking aprons and ramps at 3S4 and 3S8. Pavement maintenance and rehabilitation at 3S4 and 3S8. Environmental analysis pursuant to the National Environmental Policy Act will be required, however Environmental Assessments require a separate consultation section at 3S4 and 3S8. Non-AIP Projects: Non-AIP obstruction removal 3S4. Hangar development support at 3S4 and 3S8. Support for wildlife hazard evaluation at 3S8. Support for development of instrument flight procedures at 3S4 and 3S8. Design and installation of fire-suppression water delivery systems at 3S4 and 3S8. Design and installation of septic and wastewater handling systems at 3S4 and 3S8. Design and installation of additional aircraft fueling facilities at 3S4 and 3S8. Design and installation of helicopter landing pads and support infrastructure at 3S4 and 3S8. Section 163 release at 3S4 and 3S8. Hangar taxilanes and airport access development on NW and SW side of 3S8. Additional non-AIP landside development projects at 3S4 and 3S8. Other Projects: Additional airport development projects (AIP and non-AIP fund) at 3S4 and 3S8. Assistance with FAA AIP and non-AIP grant app, compliance reporting at 3S4 and 3S4 and 3S8. Qualifications: Statements of Qualifications will be accepted from firms that can demonstrate having a broad background and experience in the field of engineering airport improvements. Responses are due in eight copies and a thumb drive with a PDF file of their proposals by 2 PM April 6, 2021 Submittals should be marked "Airport Engineering Services" and be SUBMITTED TO: Josephine County Department of Airports, c/o Larry Graves, 1441 Brookside Blvd, Grants Pass OR 97526. Submittals will be evaluated by the criteria listed below. They should be organized and identified in the same order: 1. Capability and experience to perform all or most aspects of the projects listed in 5-year CIPs 2. Recent successful experience in airport planning and engineering projects comparable to the proposed projects. This item includes demonstrated past performance to complete projects without significant cost escalations or overruns. 3. List relevant current airport planning and engineering projects, as well as any relevant "services during construction" projects that have been completed within the last three years. List the project manager you assigned to each project. Identify the starting dates for all projects, and the completion dates (where completed). 4. List the airport sponsor's name and the telephone number of the sponsor's contact person for each project identified. 5. Demonstrate team qualifications and experience relating to the requested services, response should address the following: (a) Specialized experience, capabilities, and technical competence, which the candidate may demonstrate with the candidate's proposed approach and methodology to meet the project requirements (b) Resources committed to perform the work and the proportion of the time that the candidate's staff would spend on the project, including time for specialized services, within the applicable time limits (c) Record of past performance, including but not limited to price and cost data from previous projects, quality of work, ability to meet schedules, cost control and contract administration (d) Ownership status and employment practices regarding minority, women and emerging small businesses or historically underutilized businesses (e) Availability to the project locale (f) Familiarity with the project locale (g) Proposed project management techniques Selection: The selection process shall be in accordance with Chapter 2 of FAA Advisory Circular AC 150/5100-14E Change 1, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects. Additionally, contracts will be subject to the current provisions of federal affirmative action law, and to the provisions of Department of Transportation Regulations 49 CFR part 26 (Disadvantaged Business Enterprise Participation) and 49 CFR Part 30 (Foreign Trade Restriction Clause). Evaluation and Award: The County shall make its selection after evaluating the Statements of Qualifications and presentations according to the following general criteria and weight: 1. Capability and Experience to perform projects listed: 20% 2. Recent successful experience in airport and engineering projects: 20% 3. Satisfactory results of reference checks: 20% 4. Team qualifications and experience, including specialized experience, availability, familiarity with locale, and proposed management techniques: 40% Total: 100% An Airport Advisory Board subcommittee of competent professionals shall review the submittals and make recommendations to the Josephine County Airports Director and Board of Commissioners regarding the selection of the firm(s) to do the work. After the deadline for receipt of qualifications, the subcommittee will review the qualifications and may select one or more firms to negotiate individual project contracts based upon a mutually understood, detailed scope of work. It is anticipated the candidate(s) selected will be announced in early April. Reservation of Rights: The county reserves the rights: a) to amend this Request for Qualifications; b) to extend the deadline for submitting Statements of Qualifications; c) to waive minor irregularities, informalities, or failures to conform to this Request for Qualifications if the County determines that such waiver is in the best interest of the County; d) to award one or more contracts, by item or task, or groups of items or tasks, if multiple awards are determined by the County to be in the public interest; and e) to reject, for any reason and without liability therefor, any and all submittals and to cancel this Request for Qualifications at any time, in accordance with ORS 279B.100, if such cancellation is deemed to be in the best interest of the County.
