Bid Description: WA Department of Fish and Wildlife: (RFQ) On-Call Consultants CAPITAL AND ASSET MANAGEMENT PROGRAM. The following On-Call consultant services are anticipated for the 2021-2023 biennium (July 1, 2021 through June 30, 2023). All project-specific agreements written under the On-Call authority shall be executed within the 2021-2023 biennium and extend through the full duration of each project unless terminated sooner. On-Call consultant services are limited to $150,000 maximum per contract. However, there is no limit to the number of tasks performed per contract. There is no implied guarantee of minimum number of tasks. The On-Call selections are intended to provide service throughout Washington State. To the extent possible, WDFW intends to include in qualified firms with expertise in each category of work that are certified small business, microbusiness, mini-business, minority owned business (MBE), women owned business (WBE), and veteran-owned businesses. The WDFW reserves the right to change the number of firms selected in each discipline listed and may select firms based on geographical region. Consultants shall be licensed in the State of Washington and required to carry insurance as required by the Office of Financial Management (OFM). On-Call Marine Design Consultants Project Manager Contact: John Hansen Phone: (360) 561-3956, John.Hansen@dfw.wa.gov Scope of Work: Two or three on-call firms will be selected to provide Marine Design Services. The consultant services required for this work may consist of design of docks, floats, piling, moorage systems, and river and coastal modeling for WDFW access areas throughout the State. Consultants must be able to provide complete services to include, but not limited to, design, bidding, construction administration, and project close out. On-Call Hazardous Materials Remediation Consultants Project Manager Contact: Mike Polodna Phone: (360) 810-1003, Michael.Polodna@dfw.wa.gov Scope of Work: One or two on-call firms will be selected to provide Hazardous Materials Remediation Services. Services may include, but are not limited to, hazardous materials surveys, sampling and evaluation, remediation planning, monitoring, documenting and reporting to meet applicable federal, state and local laws and regulations. The consultant must be able to provide complete services to include, but not limited to, studies, design, bidding, contract administration, and project close out. On-Call Environmental Assessment Consultants Project Manager Contact: Larry Peck Phone: (360) 870-2660, Larry.Peck@dfw.wa.gov Scope of Work: Three or four on-call firms will be selected to provide Environmental Assessment Services. Services may include, but are not limited to, river and coastal modeling, environmental permitting, wetland delineation, biological assessments, alternative analysis, Environmental Impact Statement (EIS), critical areas report, mitigation development, State Environmental Policy Act (SEPA), and Joint Aquatic Resources Permit Application (JARPA), preparations, special studies (eelgrass) and other environmental related reporting documents meeting applicable federal, state and local laws and regulations. The consultant must be able to provide complete services to include, but not limited to studies, reports, monitoring through project closeout. On-Call Structural Consultants Project Manager Contact: Mike Polodna, PE Phone: (360) 810-1003, Michael.Polodna@dfw.wa.gov Scope of Work: Three or four on-call firms will be selected to provide structural design analysis, inspection, and load rating services. On-Call Survey Consultants Project Manager Contact: Steve Dabrowski Phone: (360) 561-2383, Steven.Dabrowski@dfw.wa.gov Scope of Work: Two on-call firms will be selected to provide surveying services. Services may include design surveys, construction staking, miscellaneous mapping and control services at new and existing State-owned facilities. Consultant must be able to perform, boundary surveys to include, but not limited to, legal descriptions for parcels, easements and right-of-ways, topographic surveys, aerial mapping surveys, bathymetric surveys, construction staking, and record surveys in accordance with State law. On-Call Geotechnical Consultants Project Manager Contact: Kristen Kuykendall, PE Phone: (360) 269-6433, Kristen.Kuykendall@dfw.wa.gov Scope of Work: Three on-call firms will be selected to provide geotechnical and/or hydrogeological services. The consultants must be able to investigate subsurface conditions and materials, evaluate stability of natural slopes and man-made soil deposits, assess risks posed by site conditions, design earthworks and structure foundations, monitor site conditions, earthwork, and foundation construction. Hydrogeology services may include groundwater modelling, groundwater dewatering system design, well investigation, rehabilitation, decommissioning, design, and construction oversight. Water rights investigation, application, and consultation experience with DOE is also desired. On-Call Hatchery Systems Consultants Project Manager Contact: Kristen Kuykendall, PE Phone: (360) 269-6433, Kristen.Kuykendall@dfw.wa.gov Scope of Work: Up to three on-call firms will be selected to provide consulting engineering services for hatchery systems including piping, pump design, intake modifications, water distribution, piped system modeling, head loss evaluations, drawing review and general troubleshooting. Consultant shall be familiar with fish production, hatchery infrastructure, open channel and closed system hydraulics. On-Call Stormwater Design Consultants Project Manager Contact: Kristen Kuykendall, PE Phone: (360) 269-6433, Kristen.Kuykendall@dfw.wa.gov Scope of Work: Up to three on-call firms will be selected to provide consulting engineering services to provide stormwater designs and calculations including county required stormwater reports, use of stormwater modelling software, identification of best management practices and creation of operation and maintenance reports. Consultant should have the ability to conduct soil surveys and calculate infiltration rates for infiltration designs to county standards. Selection Criteria Firms will be considered for Microsoft Teams interviews based upon the following criteria, as indicated for a total of 100 possible points: 1. Qualifications of Key Personnel, 25 points; 2. General On-Call Project Approach, 30 points; 3. Relevant Experience, 45 points (Relevant experience includes all services on various owners’ projects, not just state projects.) Other Information Firms selected are not guaranteed a minimum number of tasks or amount to be earned during the 2021-2023 biennium. Specific projects have not been identified for these services. The Agreements for Consultant services will be the standard WDFW Agreement and fees will be negotiated when applicable, on a current Architectural/Engineering Fee Schedule for Washington State Public Works Building Projects. SUBMIT TO: Submittal requirements Interested firms shall submit one electronic copy of their Statement of Qualifications (SOQ), in PDF format via email. Email SOQ, with the title clearly identified on the front cover, to CAMP.Bids@dfw.wa.gov with “ON-CALL SOQ” in the subject line. Each of the submittals shall include: 1. Firm’s ability to meet selection criteria identified above. 2. Any other pertinent data to assist the Selection Panel in evaluating your qualifications. 3. For multiple office locations throughout the state, please provide the address of each office. 4. No more than fifteen (15) pages of total content, exclusive of cover and cover letter. 5. File size is limited to 10MB. All submittals must be received no later than April 5, 2021 by 2:00 p.m. For questions regarding submittals, please contact the individual Project Manager for each on-call contact. Following the evaluation of submittals, the consultant selection board will interview the top ranked firms. The ranking is based on submitted information deemed to be the most highly qualified for the required service. The consultant selection board may waive the interview process for a given service if the number of qualified applicants is less than or equal to the minimum number firms sought in the solicitation. The interview criteria and total possible points are specific to each service listed in the solicitation. The top scoring applicants will be selected to fulfill the minimum number of firms for each service listed in the solicitation. Firms will be notified of the selection results upon completion of all interviews. Final selections will be based on the submitted electronic material and interview.
