Bid Description: Los Angeles: AREA WIDE ASSESSMENT (AWA) OF TWO COMMUNITY PLAN AREAS: HARBOR GATEWAY AND WILMINGTON-HARBOR CITY. The LA Sanitation and Environment (LASAN) Brownfields Program (Brownfields Program) is a citywide program working closely with the Mayor's office, Council offices and other departments. The primary goal of the Brownfields Program is to provide information, assistance, technical expertise and funding to enable the reuse or redevelopment of properties that may be contaminated by a prior use. Many of these properties in Los Angeles are located in disadvantaged communities. The Brownfields Program provides all or part of the assessment, investigation, cleanup of contamination and the return to beneficial use of these properties. The reuse of these properties is incorporated into the City’s economic development, housing, and community revitalization programs.The LASAN Brownfields Program is currently seeking technical environmental consulting services to perform an Area Wide Assessment (AWA) for the Harbor LA Community Plans, which consist of two community plan areas including Harbor Gateway and Wilmington-Harbor City. The AWA will support the Los Angeles City Planning Department and assist to identify areas of potential environmental contamination that may require further investigation and to support potential acquisitions, construction, planning, and/or environmental restoration for properties in targeted areas within the Harbor LA Community Plan Areas. The Study Area consists of targeted areas with proposed changes to land use and/or zoning identified in the current community plans update program, most of which are currently industrial properties. These areas are considered priority for redevelopment because they may contain a high percentage of vacant,abandoned, and/or nuisance parcels, but have limited economic resources to redevelop these problem sites.
