Bid Description: Huntington: (RFQ) Asbestos, Lead-Based Paint, Mold and Fluorescent Lighting Removal Services. Cornerstone Community Development Corporation (CCDC) is requesting a Statement of Qualifications (SOQ) for a contractor (single contractor or multiple contractors working as a partnership) to provide all cleanup services and related activities associated with CCDC's EPA Brownfields Cleanup grant. This work will be conducted on the Prichard Building, located at 6th Avenue and 9th Street, Huntington, WV. The selected contractor will be responsible for removal of asbestos containing materials, lead-based paint, mold and fluorescent lighting from the building, in accordance with all applicable local, state, and federal laws. Background In 2020 CCDC was awarded an EPA Brownfields Cleanup Grant that includes approximately $400,000 for removal of contaminants. The project is expected to begin in early 2021. Statement of Qualifications Package Requested The following activities will be completed with EPA Brownfield Grant funds: Removal and disposal of identified asbestos containing materials Removal and disposal of lead-based paint Removal and disposal of mold Removal and disposal of fluorescent bulbs and light ballasts Format of Proposal SOQ packages must be prepared and submitted in the following format: I. Firm Identification and Background II. Qualifications and Experience of the Firm III. Knowledge and Experience with EPA Brownfield Cleanup Grants IV. Knowledge of Local, State and/or Federal Applicable Laws and Regulations V. Personnel to be Assigned if Project Awarded VI. Statement of Insurance VII. Examples of Similar Projects and Summary of Work Conducted VIII. References (minimum of 3) Evaluation Criteria SOQ packages will be evaluated based upon the following criteria: Specialized experience, technical competence and qualifications of the firm in asbestos abatement, lead-based paint removal, mold removal, and fluorescent lighting removal Quality and completeness of SOQ package EPA Brownfields cleanup grant experience and knowledge Insurance Experience and knowledge of the firm with all applicable regulations CCDC will utilize a review process using its Board, development partners, and outside expertise to score each package, and develop a list of the highest scoring SOQ packages. From this list, up to three firms will be invited to an on-site pre-bid meeting, to be tentatively scheduled at a later date in 2020, and will be provided with cleanup details. Each firm will then be requested to submit a proposal for their services.
