(E05473) PennDOT: (E05473) (LOI/SOI) Design and Misc Services, Traffic Open End. The Department of Transportation will retain an engineering firm for (1) open-end agreement for the services indicated below on various projects. The projects are administered by Engineering District 10-0 and are located in Engineering District 10-0. The Agreement will be for a period of 5 years. with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be 1,500,000 dollars. The majority of the work performed under this Open-End Contract will be in the areas of: 1. Traffic Signal System Designs, Traffic Signal Retiming Plans, & Traffic Signal Removal Plans. 2. Transportation Impact Study (TIS) & Transportation Impact Assessment (TIA) Reviews and Designs. 3. Review of Consultant Designs including, but not limited too, Traffic Signal Plans, Work Zone Traffic Control Plans, Signing & Pavement Marking Plans, etc. 4. Intelligent Transportation Systems (ITS) initiatives including needs assessments, design of facilities, and plan reviews. 5. Design and Inspection of Municipal Traffic Signal installations & Department Traffic Signal installations. 6. Structural analysis of Strain Poles, Mast Arms, & Overhead Sign Structures. 7. Highway Occupancy Permit (HOP) plan reviews. 8. Collect traffic volume data using automatic traffic counters and manual counts. 9. Graphical and computer generated design assistance for engineering design presentations, and asset management. 10. All tasks will be subject to the condition that the selected consultant (or sub-consultant retained to perform work under this open-end contract) will not be permitted to review any work for a developer for which they are also under contract or for a Municipality in which they provide engineering services. The engineering services identified are the general work activities that can be expected under this Open-end Agreement. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Agreement. The areas of environmental study which may be required under the Agreement include, but are not limited to: air quality, noise energy vibration, hazardous waste, surface water and ground water quality, surface water and ground water hydrology, terrestrial ecology including threatened and endangered species, wetlands, soils, geology, farmlands, visual, quality socioeconomic resources, cultural resources, Section 4(f) Evaluations, early coordination and scoping correspondence meeting, minutes, public meeting and hearing presentations, visualization materials, handouts, and displays, technical basis reports (TBRs), and/or technical files, NEPA environmental documents, Section 106 documents, mitigation plans and reports, wetland and floodplain findings, and preliminary engineering plans, and remote sensing/mapping innovations. The format and content of all documents will be consistent with applicable State and Federal regulations, policies and guidelines. These environmental studies identified are the general work activities that can be expected under this Open-end Agreement. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Agreement.
