(RFP NO. 2168 ) Lakeland: Disaster Debris Monitoring and Financial Recovery Services . the city of Lakeland is seeking qualified, experienced and licensed firm(s) to provide disaster debris monitoring and financial recovery services for the city of Lakeland in accordance with the terms, conditions, and specifications contained in this request for proposal. the selected firm will support the city during all disaster recovery efforts and will be responsible for the overall monitoring of debris collections performed by the city’s disaster debris collector(s) to ensure a compliant, well-managed and organized approach to debris collection and disposal within federal emergency management agency (FEMA) guidelines. the scope of services shall include monitoring debris collections in the field; monitoring debris management sites (DMS) and residential debris drop-off sites, as well as data reporting, financial recovery and other related services. the selected firm is expected to be extremely knowledgeable of (FEMA), federal highway association (FHA), Florida department of transportation (FDOT), natural resource conservation service (NRCS), us army corps of engineering (USACE) and all other governmental regulations, guidelines and operational policies
