(22-31-098-00) Riverside County Transportation Commission: w/ *ADDENDA 1-2* (RFQ) Construction Management Services, Materials Testing, and Construction Surveying for the I-15 SMART Freeway Improvements Project. The Commission is seeking proposals from qualified professional engineering firms to provide Construction Management (CM), Materials Testing, and Construction Surveying for construction of the I-15 SMART Freeway Improvements Project located in the City of Temecula, California. This is a Pilot project in California to install a SMART freeway system, which is a comprehensive, holistic approach to planning and operating freeways to optimize traffic flows. The system uses coordinated adaptive ramp metering (CARM) and other traffic management tools to ensure the traffic on the freeway achieves optimum flow without breakdown. Services are anticipated to include pre-construction plan, specification, and estimate (PS&E) review, and bid analysis support. Construction management services include contractor interface and contract administration, office engineering, change order preparation and claim analysis, and other assorted duties as appropriate for construction management of a state highway facility and a leading-edge traffic management systems.
