(22-62) Newport Beach: ON-CALL BIOLOGICAL SERVICES FOR PROJECTS NEAR THE COASTAL ZONE. City of Newport Beach is requesting proposals from qualified firms to provide services by a qualified biologist to assist the City with site assessment, design and construction related tasks on an on-call/as-needed basis for development or restoration projects near Newport Bay and along the coast. City anticipates awarding a three-year on-call agreement, with an estimated not-to-exceed consultant fee up to $100,000.00 over the term of the agreement. The final agreement amount will depend on the quality, diversity, and responsiveness of the received proposals, as well as projected needs by City. The scope, work schedule, and fee for each task will be negotiated on a project-by-project basis. A simple-formatted letter proposal will be requested for each task. The City reserves the right to not accept the consultant’s scope and fee. Due to the on-call/as-needed nature of the agreement, no work is guaranteed, even if awarded. The successful on-call project biologist will demonstrate expertise, experience and ability to accomplish the following tasks for projects located near the coastal zone. • Perform vegetation community mapping • Perform aquatic resource delineations • Prepare biological resource surveys and technical reports • Perform threatened and endangered species surveys • Prepare habitat assessments • Analyze for biological constraints • Prepare permit applications and obtain permits from regulatory agencies. • Perform biological, construction, and compliance monitoring
