(Invitation to Bid) City of Three Forks PO Box 187 - Three Forks, MT

Program, Project and construction management services

(NA) Three Forks: Management services to assist the city in administering projects in compliance with all applicable requirements of each funding program. The programs include but are not necessarily limited to Montana’s State Revolving Fund (SRF) program, Montana Coal Endowment Program (MCEP), Renewable Resource Grant and Loan (RRGL) program, American Rescue Plan Act (ARPA) funding, and Federal Emergency Management Agency (FEMA) funding. Payment terms will be negotiated with the selected offeror. The fee for project management services will be paid with funds from one or more of the state and federal that finance the city’s infrastructure projects. The services to be provided will include: 1. Preparing all written reports, checklists, or legal notices required to assure compliance with federal and state environmental requirements; 2. Drafting a management plan and contract for review and approval by the Montana DOC; 3. Establishing and maintaining project files and preparing all documentation and reports required for administration of the grant; 4. Reviewing all proposed project expenditures to ensure their propriety and proper allocation to the project budget; 6. Participating in the pre-construction conference and periodic construction progress meetings; 7. Serving as the city’s designated Labor Standards Officer and assuring compliance with all applicable labor standards requirements; 8. Assuring compliance with all applicable civil rights requirements, including preparation of an equal employment opportunity plan and a fair housing resolution; 9. Attending City Council meetings to provide project status reports and representing the CDBG project at any other public meetings deemed necessary; and 10. Preparing all required performance reports and closeout documents and assisting the city with determining applicable audit requirements. The services will not include the disbursement or accounting of funds distributed by the city’s financial officer, legal advice, fiscal audits, or assistance with activities unrelated to its capital projects. Responses should include: 1. the firm’s legal name, address, and telephone number; 2. the principal(s) of the firm and their experience and qualifications; 3. the experience and qualifications of the staff to be assigned to the project 4. a description of the firm’s prior experience, including any similar projects (in particular those funded by the SRF, MCEP, CDBG, ARPA, FEMA, and WRDA), size of the community, location, total construction cost, and name of local official knowledgeable regarding the firm’s performance. Include at least three references; 5. a description of the firm’s current work activities, how these would be coordinated with the project, and the firm’s anticipated availability during the term of the project; and 6. the proposed work plan and schedule for activities to be performed. Respondents will be evaluated according to the following factors: A. Quality of the Proposal 40% B. Consultant Qualifications and Experience (including reference checks) 40% C. Availability and Capacity of the Consultant 20% Questions and responses should be directed to City Hall, PO Box 187, Three Forks, Montana, 59752, or cturner@threeforksmontana.us or ksmith@threeforksmontana.us. Include eight copies of the proposal. Section 3 of the Housing and Urban Development Act of 1968 requires recipients of CDBG funding, to the greatest extent feasible, to extend to lower-income residents opportunities for training and employment that may arise from the project. Further, to the fullest extent feasible, the consultants and contractors selected to design and construct public facilities projects will utilize business owners in or substantially owned by Three Forks and Gallatin County residents. This solicitation is being offered following federal and state requirements governing the procurement of professional services. Accordingly, the Three Forks City Council reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed and the right to reject any responses deemed unqualified unsatisfactory, or inappropriate.
