Quapaw Nation: 3rd Party Plan Reviewer and Oklahoma Code Building Inspector The purpose of this 1-year position is to provide Plan Reviews and Building Inspection services for an indefinite number of various construction/reconstruction projects for the Quapaw Nation by Service Order / Task Order. Either one combined firm for both positions, or one firm for each position, will be selected for a 1-year term, with the option to renew one additional year. Minimum Required Plan Reviewing Services include, but may not be limited to, • Commercial & Residential Construction Plans • Project Specifications • Architectural Plans • Structural Plans to include Shop Drawings (when applicable) • Mechanical, Electrical, and Plumbing Plans • Fire Sprinkler Plan • Site / Civil Plan • Utility Plan • Stormwater Pollution Prevention Plans • Wastewater plans • Life Safety • Accessibility Minimum Required compliance building inspections during construction include, but may not be limited to, • Footings (before and after pour) • Slab / Foundation • Structural • Underground Electric (when applicable) and Plumbing (to include Natural Gas or Propane) • Framing • Rough-in of Mechanical, Electrical, Plumbing • Fire Sprinkler system • Wall Sheathing and roofing • Site Concrete, including driveway, parking lot, and sidewalk • Final Inspections: Mechanical, Electrical, Plumbing (Gas), Fire Alarm, Punch/Closeout In addition to the minimum required Building Inspections listed, other tasks may include weekly inspection of the general quality of workmanship during construction activities, reviewing Geotechnical reports, soil density testing results, materials testing, and material submittals. The selected inspection firm will review plans at the beginning of a project and will propose the number and type of inspections required, based on the complexity of the design, the duration of the project, and the materials proposed. This information will then be drafted on a Service Order for Inspections, to assign an agreed amount to each project. Proposal submissions should be no longer than five pages and will be based on an evaluation of the following in descending order: • Firm history of 10+ years Plan Review Experience and/or commercial and residential Building Inspection Services experience within Oklahoma, with points from 0-20 (include current Reference contact information to verify experience). • Pricing and Service Order budget calculations, with points from 0-25. • Team Resumes / Staff Experience/ Qualifications, with points from0-30. • Previous experience working with Indian Nations, with points from 0-15. • Availability (turn-around time for plan review or length of required notice for availability for the inspector to be on-site), with points 0-5. • Verifiable Indian Preference, 5points.
