Hattiesburg: PROFESSIONAL CONSULTANT SERVICES. Professional individuals or consulting firms to work with the Community Development Division in conducting a needs assessment and gaps analysis in support of the HOME-ARP (American Rescue Plan) Program. The City has been allocated HOME-ARP funding by the U. S. Department of Housing and Urban Development. The use of funds is specific to address the need for homelessness assistance and supportive services for the qualifying populations: Homeless and at risk of homelessness, as defined at 24CFR 91.5; Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined at 24CFR 5.2003 and 22 U.S.C. 7102; Other populations under Section 212(a) of NAHA (42 U.S.C. 12742(a) The City is seeking firms to assist the City and its agents in conducting a Needs Assessment and Gap Analysis to be used in the development of the HOME-ARP Allocation Plan, which shall be prepared in accordance with HUD requirements. Firms or individuals proposing to perform consultative services should submit a list of their qualifications, experience, and capacity for performance. Preparation of the Needs Assessment and Gap Analysis and HOME-ARP Allocation Plan will include the following tasks: Develop an outreach strategy and lead consultation with agencies and providers serving Hattiesburg, including, at a minimum, the Continuum of Care (CoC), homeless and domestic violence service providers, veterans' groups, public housing agencies (PHAs), public agencies that address the needs of the qualifying populations, and public or private organizations that address fair housing, civil rights, and the needs of persons with disabilities. Provide a summary of the consultation process, list of organizations consulted, and a summary of feedback received from these entities Evaluate and describe the size and demographic composition of qualifying populations within the city limits Describe the unmet housing and service needs of qualifying populations, including but not limited to: - Sheltered and unsheltered homeless populations; - Those currently housed populations at risk of homelessness; - Other families requiring services or housing assistance or to prevent homelessness; and, - Those at greatest risk of housing instability or in unstable housing situations Identify and consider the current resources available to assist qualifying populations; including congregate and non-congregate shelter units, supportive services, TBRA (Tenant Based Rental Assistance), and affordable and permanent supportive rental housing Identify the characteristics of housing associated with instability and an increased risk of homelessness Identify priority needs for qualifying populations Explain how the level of need and gaps in its shelter and housing inventory and service delivery systems based on the data presented were determined Develop the HOME-ARP Allocation Plan. It is expected that the consultant will work with City staff and the CoC to create the City's HOME-ARP Allocation Plan based on the findings of the Needs Assessment and Gap Analysis. The document will provide the framework for the distribution of HOME-ARP funds by the City of Hattiesburg. The most recently available data should be used, including point in time count, housing inventory count, or other data available through the CoC, and consultations with service providers to quantify the individuals and families in the qualifying populations.
