Drilling, wells, monitoring, Soil & groundwater, roadway cleanup

(2021-016) CA Dept of Conservation: w/ *ADDENDUM 1* HVI Cat Canyon, Inc., Cat Canyon, Casmalia, and Santa Maria Valley Field Well and Facility Abandonments. The California State Department of Conservation (Department) requires plugging and abandonment and decommissioning of attendant facilities services in Santa Barbara County. The Department of Conservation (Department), California Geologic Energy Management Division (Division) issued an Order to Plug and Abandon Wells, Decommission Attendant Facilities, and Restore Well sites (Order No. 1217) to HVI, Cat Canyon, Inc. Order No. 1217 identifies approximately 171 wells and attendant facilities as deserted. In addition, it has been determined that 171 wells and the attendant facilities and pipelines are also idle-deserted. Per Public Resources Code, Section 3250 et. seq., hazardous and idle-deserted oil and gas wells are public nuisances and that it is essential, in order to protect life, health, and natural resources that such oil and gas wells be plugged and abandoned, re-abandoned, produced, or otherwise remedied to mitigate, minimize, or eliminate their danger to life, health and natural resources. Public Resources Code section 3226 authorizes the Division to perform the work ordered in Order No. 1217. The Division intends to award one service contract from this solicitation to perform engineering, environmental, operations and administrative services, under the oversight of the Division Project Coordinator (as further defined below) or designee, and other required duties in order to plug and abandon approximately 171 wells and decommission the attendant facilities and pipelines. Lease restoration and sump closure are not within the scope of this IFB. The Division intends to award one (1) service contract from this IFB.
