(E05426) PennDOT: (E05426) (SOI/LOI) Design and Misc Services, 46-0023-TCB - PA 23: Moore Rd to Vandenburg Road (PE, FD, ROW, CSS). The Department of Transportation will retain an engineering firm for a project specific Open-end agreement for the services indicated below: This project involves the realignment and widening of PA 23 between Moore Road and Vandenburg Road in Upper Merion Township, Montgomery County (see https://www.dotdom2.state.pa.us/ceea/ceeamain03.nsf?Open&UrlPackageId=25716). The engineering work and services that may be required under this contract include, but are not limited to: performing field surveys; plotting topography; preparing cross sections; preparing materials for utility verification and relocation engineering; developing storm water management and erosion control plans; preparing right of way plans; completing structure designs including: type, size and location reports, core boring layouts and foundation designs and reports; developing traffic control plans with narratives; conducting soils investigations and preparing soil reports; providing material for and participate in construction/maintenance reviews; developing traffic signal plans; plotting accident data and other traffic flow data; documenting engineering study findings and activities; and prepare construction plans, specifications, and estimates. The areas of environmental study which may be required under the Agreement include, but are not limited to: noise energy vibration, hazardous waste, surface water and ground water quality, surface water and ground water hydrology, terrestrial ecology including threatened and endangered species, wetlands, cultural resources, public conducting public meetings, preparing visualization materials, handouts, and displays, NEPA documents, Section 106 documents, and mitigation plans and reports. The areas of Right-of-Way acquisition services which may be required under the Agreement include, but are not limited to: plan review and problem identification; appraisal planning and contracting services negotiations for the acquisition of the required Right-of-Way; title and settlement services, pre-acquisition and relocation assistance; litigation support services; and preparation of waiver valuations. The format and content of all documents will be consistent with applicable State and Federal regulations, policies and guidelines.
