(NA) Browning Public School District No. 9: General Contractor Construction Manager Consultant Services Procurement of GCCM services by a qualified GCCM consulting firm to participate in a collaborative process to assist in the finalization and development of the design; to provide value engineering; influence the methods and sequencing of the construction phase; and participate in the construction delivery of the following three (3) projects: KW Bergan – Vina Chattin Elementary School Connector, Browning Public School District Miscellaneous Food Service Projects, and Browning High School (4) Classroom Addition. Three (3) copies of the response should be directed to Corrina Guardipee-Hall, Superintendent Browning Public School District No. 9 P.O. Box 610 Browning Montana 59417 Proposal shall include the following information: 1. Statement of qualifications to perform the requested services. Provide qualifications of key personnel who would be involved in the project including the project manager and superintendent. 2. Recent experience with other similar project types: a. School remodel/addition projects in existing buildings occupied by the Owner during construction. b. School sports facilities. 3. Describe firm’s experience, methodology, and past success with value engineering on previous projects. 4. Ability to work effectively and cooperatively with the owner, architect, and subcontractors as demonstrated by references and successful projects. Please provide references for two (2) owners, two (2) A/E firms, and two (2) subcontractors. Provide current addresses and phone numbers. 5. Provide safety record, accident prevention methodology and worker compensation modification rate. 6. Description of the consultant’s approach to this project. 7. Provide information on present and projected workload and how it will affect this project. 8. Demonstrate the ability to bond a $15,000,000 project. Provide a letter of proof from a Bonding Agency. 9. Fees: a. Provide a cost for the completion of pre-construction phase services. b. Provide a breakdown and cost for general requirements as anticipated for completion of the described project. c. Provide a construction management fee based on the project budget described. All laborers and mechanics employed by contractors or subcontractors in performance of the construction work shall be paid wages at the rates required under federal prevailing wage law [Davis-Bacon]. Subject to the Indian preference requirements attendant to the procurement of these construction services as noted below, the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The funding for this project may consist in whole or in part of federal education funds received under 20 U.S.C. §§ 7701 et seq. [Impact Aid] and, in accordance with the requirements of 25 U.S.C. § 450e [Indian Self- Determination and Education Assistance Act], the procurement of construction services for this project will be subject to a PREFERENCE for qualified Indian organizations or Indianowned economic enterprises. In addition to any Indian preference requirements, the Contractor shall meet all requirements of Blackfeet TERO and Tribal Revenue and shall include the price of a Montana State Building Permit in its bid. State of Montana Gross Receipts Tax of one percent (1%) will be deducted from the Contractor’s payments. The State fee for plan review shall be paid by the Browning Public School District. Browning Public School District Board of Trustees reserves the right to select a firm based on the written proposals or select firms for interviews. Selection of a qualified firm will be based on the criteria set forth above and the selection team’s judgment of the firm’s ability to provide services during both the pre-construction and design/ construction phases that will endeavor to achieve the highest value project for the owner. The firm’s previous history of client satisfaction and ease of working relationships with owners, design team professionals, and subcontractors will also be a serious consideration.
