The Department of Transportation will retain an engineering firm for a project specific Open-end agreement for the services indicated below: This Project involves the Environmental Studies, Final Design and Consultation during Construction for the reconstruction of Interstate 80 from the Ohio line to Mile Marker 5 near West Middlesex in Shenango Township, Mercer County. Preliminary Engineering tasks and activities have been completed under a separate contract. Environmental Studies will include those activities required to obtain a NEPA clearance and any permits necessary to advance the project. The consultant will be required to consult with and assist the District’s Environmental Manager in the coordination and distribution of this work effort. Specific activities may include investigations of cultural resources, threatened & endangered species, wetlands, noise, aesthetics, floodplains, impacts to area businesses and residents and any other environmental and/or socio-economic factors. The selected engineering consultant will be required to assist the Department with any public involvement activities necessary to satisfy NEPA requirements. Final Design tasks and activities will include but not be limited to: field surveys, preparation of pavement design, preparation of any permit applications, final roadway design, preparation of “also” plans, preparation of documents for utility verification and relocations engineering, maintenance and protection of traffic, E&S control plans, final cross-sections, preparation of PS&E packages, highway lighting, and any other necessary engineering and drafting required to deliver the final design of the identified projects. The District’s Bridge Unit will provide structure drawings for all structures within the project limits. The Consultant will be required to coordinate with the District on any portion of the project that may be done in-house and incorporate that work into a Final Construction Plan. The Consultant will also need to participate in any meetings or other forums to advance the project. Construction Consultation will consist of attendance at pre-bid and/or pre-construction conferences; shop drawing review; review of alternate designs and assisting the Department and its contractor in the resolution of project related issues that may arise during the course of construction.
