(NA) Kittitas County: (RFQ) DESIGN FOR THE REPLACEMENT OF BRIDGE #89342, VANTAGE HIGHWAY OVER CASCADE CANAL The existing bridge (No. 89342) along Vantage Highway spanning the Cascade Irrigation Canal requires replacement. The existing bridge is currently load restricted and has recent damage from a vehicle accident. The project will include replacing and updating the current bridge, guardrail, approaches, and shoulders all while maintaining the channel for the Cascade Canal. All improvements will need to meet current WSDOT design standards. SCOPE OF PROJECT: The work to be performed by the Consultant consists of preparing preliminary engineering including but not limited to planning, project management, structural engineering, geo technical engineering, traffic engineering, civil engineering, 100% design plans, specifications and estimate package, for the replacement of the structure described. The selected firm will be expected to start on the project upon award and deliver a complete WSDOT approved PS&E package ready for advertisement for construction by July 31, 2022. Submittals shall also include five copies of your Statement of Qualifications describing the firm’s or team’s ability to professionally provide the requested services. The County reserves the right to reject any and all submittals. SELECTION PROCESS AND PROPOSED SCHEDULE: Kittitas County’s selection will be based on review of submittals in the following manner: 1. The firm’s or team’s qualifications, experience and ability performing the requested work (30 points) 2. Demonstrated experience with similar projects in the past five years (50 points) 3. Experience working in Kittitas County in the past five years (20 points) 4. Demonstrated ability keeping projects on time and within budget (20 points) 5. Demonstrated ability communicating and working effectively with the public, staff, Washington State Department of Transportation, Washington State County Road Administration Board, and regulatory agencies (20 points). Anticipated Dates Tasks • January 13, 2022 - Deadline for SOQ submittals • January 26, 2022 - Selection of Firms to Interview • February 10, 2022 - Interviews and Reference Checks • February 17, 2022 - Selection of firms and prepare contracts • March 2, 2022 - BOCC Award of Contracts The selection process shall be as follows: • Submittals are reviewed and scored by the Public Works selection committee. • Selection of firms to interview may be waived if the selection committee decides to award to a single firm based on review of the submittals. • Firms will be selected to interview if the selection committee decides that interviews are required. The specific interview format will be provided to firms in advance of interviews. • The Public Works Director and/or County Engineer will negotiate a scope of work and fee with the selected consultant. • Providing that a scope of work and fee is successfully negotiated, the consultant will be recommended for award to the Board of County Commissioners during a Board business session (March 2, 2022). • The selected consultant will then enter into a Local Agency A & E Professional Services Consultant Agreement with Public Works.
