(NA) Kittitas County: (RFQ) DESIGN FOR THE REPLACEMENT OF BRIDGE #89342, VANTAGE HIGHWAY OVER CASCADE CANAL The existing bridge (No. 89342) along Vantage Highway spanning the Cascade Irrigation Canal requires replacement. The existing bridge is currently load restricted and has recent damage from a vehicle accident. The project will include replacing and updating the current bridge, guardrail, approaches, and shoulders all while maintaining the channel for the Cascade Canal. All improvements will need to meet current WSDOT design standards. SCOPE OF PROJECT: The work to be performed by the Consultant consists of preparing preliminary engineering including but not limited to planning, project management, structural engineering, geo technical engineering, traffic engineering, civil engineering, 100% design plans, specifications and estimate package, for the replacement of the structure described. The selected firm will be expected to start on the project upon award and deliver a complete WSDOT approved PS&E package ready for advertisement for construction by July 31, 2022. PROCEDURES FOR SUBMITTAL: If you wish to be considered for work under this SOQ, submit a sealed envelope to Kittitas County Public Works, at 411 N Ruby St., Suite l, Ellensburg WA 98926 Submittals shall include a one-page cover letter with the firm name and contact information. Submittals shall also include five copies of your Statement of Qualifications describing the firm’s or team’s ability to professionally provide the requested services. Ruby St., Suite 1 Ellensburg, WA 98926 For your records, Kittitas County will provide a confirmation email to the contacts provided in the submittal confirming receipt of your interest in the proposal. Kittitas County encourages disadvantaged, minority and women owned consultant firms to respond. The County reserves the right to retain the services of the successful firm for any subsequent phases (such as right of way or construction) associated with this project. The County reserves the right to reject any and all submittals. SELECTION PROCESS AND PROPOSED SCHEDULE: Kittitas County’s selection will be based on review of submittals in the following manner: 1. The firm’s or team’s qualifications, experience and ability performing the requested work (30 points) 2. Demonstrated experience with similar projects in the past five years (50 points) 3. Experience working in Kittitas County in the past five years (20 points) 4. Demonstrated ability keeping projects on time and within budget (20 points) 5. Demonstrated ability communicating and working effectively with the public, staff, Washington State Department of Transportation, Washington State County Road Administration Board, and regulatory agencies (20 points). Anticipated Dates Tasks • January 13, 2022 - Deadline for SOQ submittals • January 26, 2022 - Selection of Firms to Interview • February 10, 2022 - Interviews and Reference Checks • February 17, 2022 - Selection of firms and prepare contracts • March 2, 2022 - BOCC Award of Contracts The selection process shall be as follows: • Submittals are reviewed and scored by the Public Works selection committee. • Selection of firms to interview may be waived if the selection committee decides to award to a single firm based on review of the submittals. • Firms will be selected to interview if the selection committee decides that interviews are required. The specific interview format will be provided to firms in advance of interviews. • The Public Works Director and/or County Engineer will negotiate a scope of work and fee with the selected consultant. • Providing that a scope of work and fee is successfully negotiated, the consultant will be recommended for award to the Board of County Commissioners during a Board business session (March 2, 2022). • The selected consultant will then enter into a Local Agency A & E Professional Services Consultant Agreement with Public Works. Kittitas County, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders thatitwillaffirmativelyensurethatinanycontractentered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Kittitas County in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA) commits to nondiscrimination on the basis of disability, in all of its programs and activities. The above noted schedule is tentative and may be changed based on the number of proposals submitted. Proposals will be evaluated immediately with final selection targeted for early February 2022. AGREEMENT OF SERVICES: The selected consultant(s) will be expected to enter into a Local Agency A&E Professional Services Consultant Agreement. Insurance requirements are included in that agreement.
