(na) Granite Falls : (RFQ) Wastewater Treatment Plant Facility Upgrade Design. Submittal Date: January 14, 2022. The City of Granite Falls is a full service city located in Northeast Snohomish County with a population of roughly 4,500. The City’s sewer system currently includes approximately 15 miles of sewer collection lines and three (3) sewer lift stations servicing roughly 1,850 equivalent residential units of housing. The City’s Wastewater Treatment Plant (WWTP) was originally built in 1983 and the last major upgrades were completed in 2008. Since that time, the capacity needs and permit requirements related to water quality have changed and the plant is in need of a major design upgrade. The existing sewage treatment at the WWTP is an activated sludge system with a single oxidation ditch. A Wastewater Facilities Plan done in 2018 identified the following improvements needed to meet the current and future needs of the WWTP: new headworks with a lift station, two new oxidation ditches on the flat area on top of the hill to the east of the existing plant, conversion of the existing oxidation ditch to an aerobic digester, a new biosolids processing system, and a new operations building. A recent TMDL study done on the Pilchuck River has also identified lower temperature and soluble phosphorus levels in the effluent discharge into the river as part of the upgrades needed for treatment at the plant. The scope of requested engineering services will include a review of the WWTP facility plan and its operations as well as designing the needed improvements to the plant. Once design is completed and funding has been obtained, the selected firm will also create and manage bid documents and provide construction management services for the project. The Department of Ecology has set a deadline of March 2023 for the design to be completed as a requirement of the City’s recently revised NPDES permit. Anticipated Schedule: January 14, 2022 – SOQ Due Date February 2, 2022 – Engineering Consultant selected February 16, 2022 – Engineering Design Contract awarded January 31, 2023 – 90% Engineering Plans submitted to Dept of Ecology March 31, 2023 – 100% Engineering Plans submitted to Dept of Ecology Consulting firms with interest in providing these services should submit a statement of qualifications to the City containing the following: 1.) Cover Letter 2.) Qualifications - Outline of the Qualifications of the firm to perform the work including: a. Project management experience demonstrating the ability to meet review and design deadlines b. An organizational chart of the proposed consulting team and a short resume of all key people listed, including their availability to perform this work 3.) References – Provide a list of relevant experience and reference contacts including: a. Past performance and mechanisms used to ensure timely responses to City requests. b. Details outlining a demonstrated ability to perform high quality work and to control costs. The Statement of Qualifications shall be a maximum of 15 pages (not including cover page) submitted electronically or three (3) hardcopies delivered by mail or in person. Granite Ave, Granite Falls, WA 98252 Responses in sealed envelopes should be labeled as: “Granite Falls WWTP Design Upgrade RFQ” All submittals are due by 4:00 PM on January 14, 2022 The City will evaluate and select the consultant based on the submitted Statement of Qualifications. The City reserves the right to utilize any additional evaluation criteria it so chooses in order to make a final decision on the selection of the consultant. The City may choose to conduct interviews of the top ranking forms in order to make a final decision. The City will execute a master agreement with the selected consultant to design the WWTP Upgrade which may also include construction management, inspection, material testing, or Project Management Review (PMR) assistance. The City of Granite Falls, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
