|Bid Description:||Santa Clara Valley Water District: (RFQ) Project Management Services for the Purified Water Program (Program). Valley Water seeks to obtain Statements of Qualifications (SOQ) from responsive, responsible, and qualified consulting firms to provide project management consultant services in connection with its planned public-private partnership (P3) Design-Build-Finance-Operate-Maintain (DBFOM) project to take treated wastewater flows and, using advanced water purification technologies and processes, create purified water that is delivered to recharge ponds or other recharge facilities for percolation into the groundwater basin for indirect potable reuse (“Project” or “P3 Project”) . To this end, Valley Water is looking to augment its P3 project management resources with a solicitation for Project Management Consultant (PMC) services to represent and protect Valley Water’s interests as Project owner, perform technical advisory and Owner’s engineer representative tasks, ensure needed regulatory permits or approvals, and perform other project management services in connection with the Project, facilitating its timely, successful completion. Drought conditions continue to worsen in the County and the expedient implementation of this Project is imperative to address drought conditions. Due to the highly specialized expertise required to provide the PMC services needed for this P3 Project, Valley Water expects that only a relatively limited number of firms will be qualified to provide the requested services. Background information about this Project, as well as Valley Water’s Countywide Water Reuse Master Plan, has been provided to ensure that firms can assess their interest and ability to respond to this RFQ: 1) https://www.valleywater.org/contractors/doing-businesses-with-the-district/purified-water-program-public-private-partnerships-p3 2) https://fta.valleywater.org/fl/XNyG7Fja6T#folder-link/ Valley Water anticipates awarding an agreement to one firm for a five-year term with an option to extend the term if Valley Water so elects. The Proposer will provide the Statement of Qualifications based on the services outlined in Section 5. Preliminary Scope of Services. Valley Water may wish to retain a consultant to perform similar or potentially-related services in the future. Valley Water reserves the right to determine that the winning consultant on this procurement may be barred from performing such future work based on an actual or potential conflict of interest.|
