Bid Description: Plumas County: w/ *ADDENDUM 1* DIXIE/BECKWOURTH FIRES ALTERNATIVE DEBRIS DISPOSAL AND HAZARD TREE REMOVAL PROGRAM TECHNICAL REVIEW AND DOCUMENTATION SERVICES. The purpose of this contract is to support the existing and contract Environmental Health Department staff in their review and processing of Alternative Program work plans. This scope of work is considered a baseline of expected services and tasks. A more refined scope of work is expected to result from negotiations and discussions with the firm. Review Alternative Program Applications for completeness and eligibility Review Alternative Program Work Plans for the removal of ash and debris for both residential and commercial structures submitted by contractors or consultants to verify completeness and accuracy of the following: A. Document that the Contractor is properly licensed through California State Licensing Board (CSLB) to perform structural debris removal and addresses California Division of Occupational Safety and Health (Cal OSHA) requirements for structural debris removal. B. Review and document submitted Site Map. C. Document use of Certified Asbestos Consultant (CAC), proper survey and testing procedures, household hazardous waste survey and the proposed proper removal and disposal of discovered asbestos or hazardous waste. D. Review Confirmation soil sampling and analysis plan. E. Review plan for disposal of structural ash, debris, scrap metal, concrete and vehicles. F. Review proposed site grading and erosion control. G. Review ash sampling and analysis protocols to ensure proper disposal of commercial property ash following the Plumas County Alternative Program and all addendum(s) issued for commercial properties. H. Document and issue disposal authorization of ash and debris to a landfill after review of asbestos analytical reports and hazardous waste surveys and documentation of proper disposal of discovered asbestos or hazardous waste, if applicable. I. Review Final Reports submitted by contractor or consultant to verify the completeness and accuracy of the following: a. Cleanup summary document with contractor and property owner attestation that the cleanup was performed in accordance with the approved work plan. b. Documentation of proper disposal of ash, debris, scrap metal and concrete. c. Soil sample reports verifying proper sampling procedures, review of analytical reports, and determine if the property met established cleanup standards. d. Site grading and erosion control. e. Provide recommendations for final cleanup approval to be issued by Plumas County. J. Provide clear and detailed correspondence to contractors, consultants, and property owners regarding deficiencies in the application, work plan or final report. K. Provide accurate documentation using an Excel spreadsheet tracking the progress of each property in the Alternative Program. Excel spreadsheet format will be provided by the County. L. Provide follow up correspondence to contractors, consultants and property owners for those properties that signed up through the Alternative Program but are not progressing through the Work Plan or cleanup stages. M. Review of work plans and final reports for those properties who cleaned up without a work plan approved following the requirements in the Alternative Program and any Addendum(s) issued for these properties. N. Upon satisfactory completion of all work, document final approval of parcel clean up and update database to show cleared to issue building permit(s). O. Provide technical consultation to Plumas County Debris Removal staff as required to implement and monitor program. Services are expected to be performed primarily in the Firm’s office or separate place of business. The County will not be providing workspace for ongoing services. Field work, if required, must be preapproved by the Plumas County Debris Removal Manager or their designee.
