Civil Engineering - all services, Consulting/Engineering, Environmental Engineering, Program, Project and construction management services

(E05420) PennDOT: (E05420) (SOI/LOI) Construction Management, Construction Management and Inspection for the PennDOT Facilities Unit. The Department of Transportation will retain a consultant firm for (1) open-end agreement for the services indicated below on various projects. This agreement will be for services statewide. The Agreement will be for a period of 5 years. with projects assigned on an as-needed basis. The maximum amount of the Open-end Agreement will be 2,000,000 dollars. The work and services which may be required under this Agreement a wide variety of technical duties related to the construction management, construction inspection and building commissioning services of facilities construction projects for the Department of Transportation. Work requires the understanding of contract requirements, drawings, and specifications for either single or multi-discipline construction projects. The team must also have a working knowledge of the current and past building codes (such as the Uniform Construction Code) and all Federal, State and Local Laws. This agreement may provide construction management, inspection and building commissioning services for various types of projects at any of PennDOT’ s 4,100 Facilities located statewide. As an example, the inspection services could cover the follow types of work: new construction of Salt Storage Buildings, General Storage Buildings, Personnel Buildings, Truck Washes, Renovations, Repairs, HVAC, Roofing, Electrical, Plumbing, Fencing, and Fire Alarm Systems. These types of projects are located at PennDOT District Offices, County Maintenance offices, Stockpiles, Welcome Centers, Roadside Safety Rest Areas, Driver Licensing centers and other similar use buildings. The possibility exists for several different types of projects with short completion schedules being assigned concurrently. Anticipated types of projects include but are not limited to inspections of construction projects at various levels of completion covering; general construction, heating ventilation & air conditioning, plumbing and electrical among others along with construction management. All aspects of the work outlined within this Agreement must comply with the uniform Construction Code (UCC) as set forth the by the Pennsylvania Department of Labor & Industry. The Department of Transportation shall reserve the right to request additional services related to the inspection and management of the projects within this Agreement at any time. Construction Management and Inspection Services Team: The team will perform a wide variety of technical duties related to the inspection of facilities construction projects for the Department of Transportation. Work requires the understanding of contract requirements, drawings, and specifications for either single or multi-discipline construction projects and must adhere to the Uniform Construction Code (UCC). The team must also have a working knowledge of the current and past building codes and all Federal, State and Local Laws. A comprehensive breakdown of the personnel that will be engaged on services within this agreement shall be proved along with their qualifications, education, and related experience. The team will consist of: Construction Management and Inspection Manager: The construction management and Inspection manager work as team leaders overseeing the construction project and the other multi-disciplinary inspectors on larger projects. These positions should have qualifications and knowledge in all facets including design and constructability review, value engineering, cost estimating, scheduling, and construction administration. Managers will prepare periodic progress reports and forms, detailing and summarizing project work activities including records of labor, weather conditions, change orders, material and equipment used. These positions will primarily be utilized on larger multi-discipline projects, smaller projects will rely on the lead inspector for completion of these duties. Building Construction Inspector: The building construction inspector is a multi-disciplinary inspector dealing with building structure. Work requires the understanding of contract requirements through analysis of specifications and drawings, along with the knowledge and application of a variety of inspection techniques and testing procedures. Inspectors will be utilized on the building structure phase of a construction or renovation project. Duties will include but are not limited to: Verification of stakeouts, elevations, grades, slopes, excavations, compaction of soil, and placement of materials as they relate to the construction and renovation of structures. Performing inspections of materials, methods, and workmanship involved in the construction, renovation, or alteration of structures. Reading and interpreting plans, specifications, shop drawings and catalog cuts. Ensuring that construction conforms to approved codes, plans, and specifications. Observing and documenting a variety of testing procedures associated with the installation, construction, renovation, or alteration of structures in accordance with the most current building codes, including geotechnical and civil. Note: These inspectors must have a PennDOT Concrete Certification where required to inspect concrete work. Mechanical / Plumbing Construction Inspector: The mechanical construction inspector is a multi-disciplinary inspector dealing with the building mechanical and plumbing systems. Work requires the understanding of contract requirements through analysis of specifications and drawings, along with the knowledge and application of a variety of inspection techniques and testing procedures. Duties will include but are not limited to: Performing inspections of materials, methods, and workmanship involved in the construction, renovation, or alteration of structures. Reading and interpreting plans, specifications, shop drawings and catalog cuts. Ensuring that construction conforms to approved codes, plans, and specifications. Observing and documents a variety of testing procedures associated with the installation, construction, renovation, or alteration of structures in accordance with the most current building codes. Electrical Construction Inspector: The electrical construction inspector is a multi-disciplinary inspector dealing with the building electrical systems. Work requires the understanding of contract requirements through analysis of specifications and drawings, along with the knowledge and application of a variety of inspection techniques and testing procedures, including security system applications. Duties will include but are not limited to: Performing inspections of materials, methods, and workmanship involved in the construction, renovation, or alteration of structures. Reading and interpreting plans, specifications, shop drawings and catalog cuts. Ensuring that construction conforms to approved codes, plans, and specifications. Observes and documents a variety of testing procedures associated with the installation, construction, renovation, or alteration of structures in accordance with the most current building codes. Fire Alarm System Construction Inspector: The fire alarm system construction inspector is a multi-disciplinary inspector dealing with the building fire alarm systems. Work requires the understanding of contract requirements through analysis of specifications and drawings, and the knowledge and application of a variety of inspection techniques and testing procedures. Duties will include but are not limited to: Performing inspections of materials, methods, and workmanship involved in the construction, renovation, or alteration of structures. Reading and interpreting plans, blueprints, specifications, shop drawings and catalog cuts. Ensuring that construction conforms to with approved codes, plans, and specifications. Observing and documents a variety of testing procedures associated with the installation, construction, renovation, or alteration of structures in accordance with the most current building codes. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Agreement. The engineering services and environmental studies identified are the general work activities that can be expected under this Open-end Agreement. A more specific and project-related Scope of Work will be outlined for each individual Work Order developed under this Open-end Agreement.
