LOTT Clean Water Alliance - BIOLOGICAL PROCESS IMPROVEMENTS. Services Description: LOTT is seeking the services of a general contractor for the construction of upgrades to the biological treatment process at the Budd Inlet Treatment Plant. The project will involve multiple, staged, complex process shut-downs and mechanical tie-ins. This solicitation for Statements of Qualifications (SOQs) is the first step in a two-step procurement process. Only those firms that respond to this RFQ and are pre-qualified by LOTT in accordance with the requirements set forth in the RFQ will be issued a Request for Proposals (RFP) and invited to submit proposals in response to the RFP.
