CA Department of General Services: Pond Water Treatment. Purpose and Description of Services1) Leviathan Mine is a former sulfur mine that the State of California acquired in the early 1980s to address water quality problems caused by historic mining. The California Regional Water Quality Control Board, Lahontan Region (Water Board) maintains the property for the State. On May 11, 2000, the United States Environmental Protection Agency (USEPA) placed Leviathan Mine on the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) National Priorities List, thus making Leviathan Mine a federal Superfund site.2) The selected contractor shall be responsible for the completion of the following activities during the length of the contract: a) Assembly of the seasonal treatment system.b) Clean out and disposal of sludge in the Pit Clarifier generated during the 2019, 2020, and potentially 2021 treatment seasons.c) Operation and maintenance of the seasonal treatment system.d) Winterization and demobilization of the seasonal treatment system.e) Site maintenance.f) Analysis of industrial hygiene samples collected by Water Board personnel.g) Collect and submit for laboratory analysis samples specified in the Water Board’s annual work plan, and as requested by Water Board personnel. h) Supply temporary facilities for Water Board personnel’s use each operating season.3) Directions: Access to the mine will only be allowed through the California side. From Markleeville, CA:a) Head southeast on CA-89 S towards Laramie St. Go 4.8 mi.b) Turn Left to stay on CA-89 S. Go 4.8 mi.c) Turn Left onto Leviathan Mine Road. Go 2.6 mi.d) There’s a small sign at the Leviathan Mine Road entry way.e) All attendees will be escorted onto the property from the entry gate.4) In addition to conducting the eight (8) primary work phases described above, the contractor shall prepare a project-specific Health & Safety Plan for each treatment season. The plan shall be submitted to the PMDB Contract Administrator prior to the commencement of any site work. This is further discussed in Section 6 of EXHIBIT A, Scope of Work which describes health and safety requirements.5) This Agreement shall become effective April 30, 2019. The term of the contract will be for two (2) years from the approval date. Work shall be authorized by the State by means of a Contract Amendment. PMDB will have the sole option to extend the contract term for one (1) year at the contracted rates. The Bidder’s rates, Attachment 10, will stay in effect for the entire contract term including the above referenced option year, if exercised. The State may terminate the contract at any time by giving the Contractor thirty (30) days written notice of its intention to do so.6) The Bidder’s rates will stay in effect for the entire contract term. The Bidder will be afforded the opportunity at the mandatory walk-through to examine work sites and specifications and investigate conditions, character, and quality of surface, subsurface materials or obstacles and conditions that might be encountered. No additions or increases to the agreement amount will be made due to conditions that existed at the walk-through.7) The Bidder’s required services are provided in the IFB Attachment 11, Sample Standard Agreement and Exhibits.8) The winning Bidder will be required to adhere to all Agreement terms as indicated in the Sample Standard Agreement and Exhibits (IFB Attachment 11).

Plans And Specs Through:
2) Mandatory Walk-Througha) A Mandatory Walk-Through at the mine is scheduled for September 27th, 2018. A back-up walkthrough is tentatively scheduled for October 4th, 2018. The back-up walk-through will be either at the discretion of the State, or for an instance where inclement weather may make the initial walk-through impractical. It shall be the Bidder’s responsibility to confirm the walk-through will occur by checking Cal eProcure the day before the walk-through. Bidders will need to sign in at the facility. Access to the mine will only be allowed through the California side. b) The Walk-Through is a mandatory requirement of this IFB. Any Bid Submission from a Bidder who did not attend the Mandatory Walk-Through will not be opened and will be deemed non-responsive.c) Any questions arising from the Mandatory Walk-Through should be submitted in writing to the Acquisition Analyst listed on the Notice to Prospective Bidders by the Key Action Date e) Persons needing assistance due to a physical impairment will be given reasonable accommodation upon request for the Mandatory Walk-Through.
