Sacramento Municipal Utility District: INDUSTRIAL HYGIENE CONSULTING SERVICES. The Sacramento Municipal Utility District (SMUD) is a publicly owned utility providing electrical power service to the greater Sacramento area. SMUD has facilities and operations located in Sacramento, El Dorado, Solano, and Placer Counties. This Contractor will be providing professional Industrial Hygiene (IH) consulting services, including assessments, audits, project management oversight, engineering design reviews and training to SMUD personnel in any of our operating counties. Any analytical samples collected during an IH assessment shall be submitted to accredited American Industrial Hygiene Association labs, AHERA Certified Asbestos Lab, and National Voluntary Laboratory Accreditation Program (NVLAP) certified labs, except for mold. Mold analyses should be performed by accredited laboratory that meets the accreditation from the American Board of Industrial Hygiene for Industrial Hygiene and Environmental Microbiology laboratory. SCOPE OF SERVICESThe purpose of this contract is for the Contractor to provide third-party assistance on an as-needed basis to assess, manage and recommend and/or institute control measures or other actions in relation to worker/Contractor/environmental exposures related to day-to-day operations at SMUD. This contract will be effective from EARLY FALL 2018 and continue for 3 YEAR and will not Exceed $750,000.00. The services are to include the following:• The Contractor shall collaborate with SMUD to develop project proposals; cost estimates and work schedules prior to performing any requested consulting services.• Work requests will be referred to as “tasks.” There will be a SMUD Project Manager appointed for each project, who may also be authorized to give technical direction to the Contractor, as will be noted in the task authorization.• Tasks will require authorization from SMUD prior to performing any work. For each task, SMUD will issue a separate request to the Contractor to prepare a task plan. The Contractor will prepare a task plan which will include a scope of work, a not to exceed estimate for the project cost, work schedule for the project, and a preliminary cost estimate and schedule for the project. SMUD will review the task plan; provide written authorization to the Contractor to proceed with the scope of work. Payment will not be made for work, which is not authorized in writing by SMUD. Payment will be made in accordance with contract specifications for the hours of authorized work actually performed.• Indoor air quality assessments are on an as need-be-basis and appropriate protocols from either American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc., American Industrial Hygiene Association or Environmental Protection Agency shall be used as part of the Contractor reference documents.• Asbestos, lead project or mold management project abatement design criteria or project abatement design review of abatement Contractor plans, project management oversight services including collecting bulk asbestos/lead/mold samples, performing lead/mold surface wipe sampling, conducting base-line air sampling, aggressive, clearance air sampling, when required and providing asbestos/lead/mold consultative services. Contractor must have the ability to perform on-site bulk identification methodologies using polarized light microscopy for asbestos either on-site or by local, certified AHERA/accredited AIHA asbestos lab, if needed or requested by SMUD. • Contractor will provide Project Management Oversight (PMO) services before, during and after asbestos, lead abatement or mold remediation projects for SMUD.
