Montebello: *ADDENDUM 1* (ORIGINAL ENVIROBIDNET # 568764) Building and Safety Services. The City of Montebello is requesting proposals from consultants to provide professionalbuilding and safety services to the City. This includes, but is not limited to, providingprofessional services in all of the following areas: Building Official Services andCombination Building Inspection Services, and Building Abatement. The selected firmwill provide building and safety services under the direction of the City’s Planning andCommunity Development Director. Consultant services – The successful vendor will provide personnel to act independentlyin accomplishing work for the City.A. Building Official Administrative ServicesThe Consultant shall provide an ICC Certified Building Official. The Building Official isresponsible for overseeing building inspections, code compliance, abatement, and actsas an official City representative on building-related matters. Specific responsibilitiesinclude, but are not limited to:1. Function as the Building Official as set forth in the California Building Code, inother City adopted building codes, ordinance Municipal Code, and as specified inFederal and State law.2. Issue Certificates of Use and Occupancy for building and structures.3. Assist in the coordination and oversight of the building permit, buildinginspection, building counter and building code enforcement services so that theyfunction as one building and safety organization.4. Maintain, amend and develop ordinances and regulations necessary toimplement and enforce the latest editions of the California Building Code,including any and all related Codes, or other uniform safety codes, laws, orregulations as adopted or amended by the City deemed necessary by the City toprotect the health safety and welfare of its citizens.5. Prepare building and safety code violation cases for submittal to the CityAttorney’s office when prosecution action is necessary to obtain compliance withexisting codes and regulations.6. Quality control review of building inspections.7. Resolution of resident inquiries and complaints.8. Make determination on the approval and use of alternative materials andmethods of construction.9. Assist in the administration and processing of complex Building Code issues anddispute resolution, including making final interpretations concerning theapplication of building and safety codes.10. Contribute the necessary resources to the configuration, implementation and ongoingsupport of an automated permitting system11. Review discretionary applications for preliminary compliance with constructioncodes.12. Coordinate with Code Enforcement regarding abatement program. 13. Review and update the Building/Safety Procedures Manual.14. Monthly Reporting of Building and Safety Activities as well as reports required forfee collection and other reports required by the State of California or othergovernment agencies.15. Review Planning Commission & City Council staff reports related to Building &Safety items (as needed).16. Periodic attendance at Planning Commission & City Council meetings (asneeded).17. Provide emergency and after hours inspection and reports of damagedproperties or structures.18. Meet with developers, homeowners, business owners, architects, engineers andthe general public at the City or in the field, as the need dictates, to resolvegrievance and/or respond to questions and ensure timely project processing incompliance with Federal, State and City laws and ordinances.The ideal proposal would include a Building Official who is available to be at the Cityduring the hours that City Hall is open to the public, have previous Building Officialexperience, is customer-service oriented, and has experience with managing multipletasks, assignments and responsibilities. The Building Official shall hold office hours, atCity Hall, at least one day per week for appointments or counter assistance, betweenthe hours of 8:00 a.m. and 5:00 p.m. (or 8 hours).B. Combination Building Inspector ServicesThe position is responsible for all building inspection services, including residential andcommercial inspection of for all building trades, site visits, completing buildinglogs/records, but not limited to:1. Provide building inspection services by fully trained/certified inspectors for allconstruction regulated by all applicable Federal, State and City building andsafety codes/ordinances, and National Pollution Discharged and EliminationSystem Permit (NPDES) requirements.2. Inspect building and structures, for which building permits have been issued, forcompliance with the approved plans and applicable codes and ordinances.3. Inspect for compliance with conditions of approval set forth by the City’s Planningand Community Development Department, Planning Commission, and/or CityCouncil.4. Building inspection – field hours shall be 8:00 a.m. to 5:00 p.m. (or 8 hours),Tuesdays and Thursdays (minimum of 2 days per week).5. Enforce conditions of approval associated with discretionary permits regardingbuilding and safety regulations, as adopted by the City. 6. During inspections, review for compliance with code, accessibility, building,electrical, mechanical and plumbing work, etc. Issue stop/correct work notices,or notices of violation when violations of the above referenced codes andregulations occur.7. Provide special inspections by qualified inspectors and conduct investigations asdirected by the City, including field and office research and the preparation ofletters and/or documents.8. Handle resident/building inquiries and resolve complaints.9. Assist in processing of public records requests (as needed).10. Assist in construction and demolition debris recycling program (as needed).11. Building Code Abatement Inspection (including lien process, as needed).12. Maintain records and prepare documents for storage and/or imaging.
