County of Lycoming: Fields 1.4 Existing Final Closure Cap System Removal and Replacement Project, at the Lycoming County Resource Management Services Landfill Site. The project consists of the removal of the existing final landfill closure cap system over the approximately 6-acre portion of the landfill designated as Fields 1 through 4, and construction of a new final closure cap system over this same area as set forth in the Bid Package. Over an approximate 6-acre area located at the crest of Fields 1-4, the PVC geomembrane and associated nonwoven geotextiles will be removed and disposed/recycled, and replaced with an Integrated Drainage System (IDS) geomembrane. The IDS system consists of a 50-mil thick high density polyethylene (HDPE) geomembrane with an integrated drainage layer consisting of 130-mil (nominal) upward facing studs/nubs, and the underside of the geomembrane will have 175-mil spikes (nominal). The drainage layer will be overlain by an 8 oz/sy nonwoven geotextile. Final cover soil will be temporarily stockpiled while the Geosynthetic components are replaced, and will then be re]spread and vegetated to complete the replacement. Landfill gas (LFG) is not currently generated to an appreciable amount beneath the Fields 1-4 final closure cap system. The design of the replacement final closure cap system includes a LFG collection system beneath the geomembrane, to provide control should LFG be generated in the future. The LFG system will consist of AdvanEDGE panel pipe installed at regular intervals throughout the slope, and will connect to the existing LFG pipe located at the crest of Fields 1-4. The work includes disconnecting the existing gas wells and reconnection of these wells upon completion of construction of the new closure cap system, removal of all Geosynthetic materials and the final cover 2-foot soil layer, regrading, compaction, and verification of the subbase surface, the construction of the final closure cap system consisting of the Integrated Drainage System (IDS) geomembrane and the overlying 8 oz/sy nonwoven geotextile, the construction of the of the final earth material layer, and compaction, seeding and stabilization/mulching of the cover soil layer, and erosion control measures including silt socks or erosion control blankets.
