Southern California Association of Governments: Southern California Regional Climate Adaptation Framework. SCAG will prepare a comprehensive framework to support regional climate adaptationplanning, identify climate change vulnerabilities, assist in capacity building, and provideoutreach and other implementation tools for local jurisdictions. Six counties and 191 cities inthe SCAG region will be able to utilize the framework in their vulnerability assessments,adaptation plans, general plans, and other documents. The proposed project will developregional coordination strategies for climate adaptation and resiliency planning, work to betterintegrate land use and transportation, develop model adaptation language for General Plans tosupport compliance with SB 379, work to create vulnerability assessments and a financingframework, and develop regional metrics, data and tracking. The plan will also identify cobenefitsand develop a cost-benefit analysis. SCAG will provide an inclusive publicengagement process that includes all sectors, disadvantaged communities and tribalcommunities.The project will support regional alignment and economies of scale for adaptation planning work,and will provide important assistance to understaffed and multilingual communities. The projectwill incorporate existing policy documents and policy direction (i.e. Safeguarding California:California’s Climate Adaptation Strategy (2009, 2014, 2016, and 2018); Executive Orders S-13-08 and B-30-15). The proposed project area will include the entire SCAG region of approximately19 million residents, with 67% of the State’s disadvantaged communities (DACs), as defined bythe CalEPA EnviroScreen Tool.
