Whittier: Whittier Boulevard from I-605 Freeway to ValleyHome Avenue (SR 72 Corridor Study). Whitter Boulevard (SR 72) begins at the corner of Whittier Boulevard and Valley HomeAvenue in the City of La Habra and traverses the entire City ending the I-605 Freeway inthe City of Whittier. Whittier Boulevard is the major commercial corridor in the City,serving local and regional shopping, commercial, recreational, and residential needs. Thisstudy will identify short and long range improvements throughout the Whittier BoulevardCorridor, and will identify a broad range of multi-modal transportation opportunities andimprovements for enhancing local and regional mobility along this important corridor. TheCity of Whittier expects the selected consultant to identify a variety of physical andoperational improvements that will likely include, but not be limited to: improving regional traffic flow efficiency enhanced operation and coordination of the Caltrans’ traffic signal system incorporation of non-motorized transportation enhancements opportunities to increase the attractiveness of transit usage relocation of select on-street parking, where it enhances traffic flow access consolidation at select commercial/institutional locations enhance safetyThe study will identify a range of potential transportation improvements through acorridor planning process, and then refine the proposed alternatives to be carried forwardinto subsequent project development and selection processes. This study will establish: Baseline transportation system performance; Metrics to help the City define the local and sub-regional mobility problems; Develop a Purpose and Need statement; and Develop a set of “viable” conceptual alternatives for the City to pursue in thefuture.The study will also identify preliminary environmental impacts as well as steps towardsimplementation including the identification of sources of funding opportunities andstrategies. The consultant will also engage the public and city officials throughout theprocess to develop consensus on the proposed set of recommendations by holding aminimum of four (4) workshops, three (3) Council Meeting presentations, and a minimumof eight (8) meetings with Senior and Management Staff. The minimum number ofmeetings to be held will be a total of fifteen (15) meetings.
