San Diego: *ADDENDUM 1* (ORIGINAL ENVIROBIDNET # 543972) (RFQ) North City Renewable Energy Project, Miramar Landfill Gas and Power Generation Facilities and Services. The City of San Diego (City) is issuing this Request for Statement of Qualifications (RFSQ) to invite interested parties to submit and substantiate their qualifications to the City to implement, operate and maintain a landfill gas collection system and power generation facilities and services project (the Project). The City expects to enter into an agreement (the Project Agreement) with a private entity (the Project Company) which will entail (a) operating the landfill gas collection system at Miramar Landfill in a manner which prioritizes environmental compliance for both the landfill gas collection system and the City’s Miramar Landfill as a whole over other contract performance obligations; (b) operating the landfill gas collection system, upon achieving financial close, in a manner which also meets commercial obligations to supply gas to existing generating facilities owned by Fortistar which are under contract with the City and the Navy through 2026; and (c) developing and operating new power production facilities to serve the City’s Pure Water facilities and other loads. The portion of the Project providing electricity to the Pure Water facilities will be built proximate to but separate from the existing Fortistar landfill gas-to-energy project currently in operation at the City’s North City Water Reclamation Plant. The generating capacity of the new power production facilities is expected to be 15.4 MW at the City’s North City Water Reclamation Plant and 1.6 MW at the City’s Metropolitan Biosolids Center. The new power production facilities will utilize “green” gas or natural gas to the extent that the Miramar Landfill Gas is insufficient to meet power production demand. **DUE DATE EXTENDED TO 5/17/18

The City will conduct a site tour and Pre-SOQ Submittal Meeting on the date indicated in the procurement schedule in Section 7.5 of this RFSQ on 02/22/18 9:00 a.m. at NCWRP, 4949 Eastgate Mall, San Diego, CA 92121, in the main conference room. Attendance at the site tour/Pre-SOQ Submittal Meeting is mandatory and individuals who arrive after 9:00 a.m. will not be allowed to attend. Respondents must RSVP via email to the Contact Person, Brent Krohn, at BKrohn@sandiego.gov by the date indicated in the procurement schedule in Section 7.5 of this RFSQ if they wish to participate; e-mails must include the names and associations of all tour attendees. A location map for the Pre-SOQ Submittal Meeting and site tour is enclosed as Attachment I. Minutes of the site tour or Pre-SOQ Submittal Meeting will not be prepared or circulated. Any responses to questions and materials distributed at the site tour or Pre-SOQ Submittal Meeting may be issued via addendum to the RFSQ.
